A Frightening Forced Abortion and Homicide

WRIC’s volunteers Li Yuanlong heard of a very horrible and frightening forced abortion last year (Oct 2011) in the process of collecting and registering female babies assisted in Shuangshan town Dafang county, Guizhou province.

 

It was said that Mr. Yu and his wife had had three daughters, the older one just entered school and the youngest one was only two years old. But they are determined to have a son. After careful planning and hiding, his wife finally became pregnant last year. However, when his wife was pregnant for more than eight months, it was probably by the village branch secretary with family planning tasks or someone who was eager to report rewards, the family planning department was informed about Mr. Yu’s wife’s pregnancy. Then, Mr. Yu’s wife was caught by the wolf-like family planning officials. Mr. Yu and his wife were crying and kneeling, begging them to let go of the fetus that had moved in her stomach and would be born soon. They promised to pay the fine no matter how much it was. However, Mr. Yu’s wife was forced into the operating room.

 

Accompanying Mr. Yu’s wife’s crying and shouting of despair, a eighth-month fetal was aborted. The fetus was not only a boy, but crying, he was still alive! However,  the doctor threw the crying baby into a dirty bucket regardless. Mr. Yu and his wife were crying, tried to rescue their son from the dirty bucket, in spite of any punishment. Nevertheless, the family planning staff beside refused, the doctors did not help them to save the baby, and said: this baby has been damaged by drug to be aborted, and now it is in the dirt bucket, even if he lives, he is likely to have dementia in the future.

 

In this way, after struggling in dirty water a few times, the baby who did not see his parents, did not see a ray of sunshine, was killed by the evils, left the world tragically. Mr. Yu’s wife was greatly frenzied by the death of his long-awaited son. Later, she was in a trance all day, crying and crying. Not long before, Mr. Yu’s wife ran away. So far, almost one year has passed, no one knows where she has gone, maybe she has found her poor son in heaven. Someone said: This is a homicide, a crime, Mr. Yu and his family should sue the family planning staff!

 

Officials deceive woman into having sterilization operation

Luo was born in 1983 in Guangxi province, China. She was married and moved to her husband’s village within Anqing City, Anhui province in 2001. She gave birth to a boy in 2002 and a girl in 2006. The family was poor. Ms. Luo’s husband was unemployed. The burden fell entirely on her shoulders. Ms. Luo was a migrant worker for long periods of time.

 

At midnight, January 30, 2007, while she was home for the Chinese New Year holiday, Ms. Luo was taken by officials including the village leader, Women’s League commissioner and Birth Planning officials into a vehicle. The officials and agents brought her to the county seat for a sterilization operation. The tubal ligation procedure was hurriedly done under the name of another woman of the village. The officials deceived Ms. Luo that if the operation was done in other people’s names, she would not have to pay the expenses. As a result, Ms. Luo didn’t even receive her own certificate of sterilization.

A woman in Ms. Luo’s village, Fang, had two daughters at the time. In order to have a son, Fang conspired with the village mayor to avoid the required sterilization. The mayor contacted Ms. Luo’s mother in law to propose using Ms. Luo as a substitute to meet the quota. If the family agreed, Fang was willing to foot the 2000 Yuan medical bill as an incentive. In truth, tubal ligations ordered by the Birth Planning Policy were paid for by the government. The suggestion of the mayor was a scam. The village authorities collected these fees solely for their own benefits. The mayor received money from Fang’s family for arranging the substitution, the precise amount of which was not disclosed by the parties.

 

Fang finally had a son in 2010. She had a sterilization operation. But it was not known whether the sterilization certificate carried Ms. Luo’s name. In the five years since the hurried midnight tubal ligation, Ms. Luo developed serious side effects. She had been in constant pain in the operated area. Her mother in law tried to visit the mayor many times. But the mayor claimed that hospital mistakes were not the jurisdiction of the village government. Because Ms. Luo did not receive the requisite sterilization certificate, she could not receive any welfare mandated by the Birth Planning Policy. She could not even receive a checkup on post-operation side effects. Ms. Luo’s husband was a member of an ethnic minority (Zhuang), which by law enjoyed more lenient Birth Planning Policy. However, Ms. Luo could not receive any such benefits but unfair treatment. She had suffered years of pain from post tubal ligation complications. Worse, she could not prove the complications were results of the operation as the certificate was in another person’s name.

 

I interviewed Ms. Luo, her husband and mother-in-law. The family was extremely poor. The only electronics were a fan and an old television. Hopefully it will be possible to provide her an OBGYN checkup and negotiate with the village Population Control Committee for the expenses of the medical treatment and a certificate of sterilization. If the village government refuses, then it would be necessary to find attorneys and enter the legal process.

 

 

Zhang Ronghua and Her Fetus were Killed by the Birth Certificate.

Background : The news about the deaths of a poor pregnant women and her fetus in the Tengzhou Maternal and Child Health Hospital just because she had no “birth certificate”, was spreading rapidly, shocking the public. In order to clarify the truth of this incident, volunteers of WRIC were invited by the victim’s families to visit Tengzhou for a full-scale interview and investigation of this human tragedy, and to promote the judicial process. However, a few months later, facing the court hearing, the victim’s families told Zhang Jing, the head of WRIC, who had interviewed by telephone, that the judge personally warned Zhang Ronghua’s husband Cao Yongzhong that he would stop talking to any organization or media overseas. The amount must also be kept confidential, otherwise no compensation will be awarded. Therefore, Cao Yongzhong asked WRIC not to pay attention to the case anymore.

 

Cao Yongzhong is an ordinary peasant from Wuhu Anhui province, whose home is barely furnished, whose family is very honest and simple; he has a 10-year-old daughter. Cao Yongzhong and his wife Zhang Ronghua had been in Tengzhou, Shandong province for more than a decade, they relied on selling roast duck for living in the market, though the living was very hard. No one could predict that a disaster causing two deaths would put the originally happy family into unsurpassed misery!

 

On the afternoon of October 2th, 2012, Zhang Ronghua who had been pregnant for ten months felt that the baby would be born. She was accompanied by her husband and came to the Maternal and Child Health Hospital in Tengzhou to prepare for birth at around 13:00. After the registration, the hospital staff asked them the birth certificate. Cao Yongzhong told that they had no one because they were far away from hometown and had always been busy for business. After a negotiation, the hospital agreed to accept them, would provide the birth certificate according to the couple’s certificate of identification and fulfill the undocumented notification, and the deposit must be paid first. After Cao Yongzhong paid a deposit of more than 2,000 Yuan, the doctor checked her and told him that his wife would be normal after the birth.

However, Zhang Ronghua had been not permitted to enter the delivery room until 2 a.m. the next day. Cao Yongzhong wanted to accompany his wife to give birth in the delivery room, the doctor asked Cao Yongzhong for a red envelope of 200 Yuan, but at that time, Cao Yongzhong did not have any extra money, so the doctor refused Cao. According to the regulations, a husband has right to accompany his wife in the maternity room, which is conducive to the smooth delivery of the baby, and the doctor asked the family for red envelope, which clearly violated the relevant regulations.

 

In the absence of the birth certificate and the red envelope, the migrant worker from other province was permitted to enter the delivery room after more than ten hours of waiting for the operation of delivery. However, when she went in for an examination, the doctor told her family that her heartbeat was a little slow. He suggested a caesarean section, wanted the family to sign for consent. Then Cao Yongzhong and the nurse pushed the puerperal Zhang Ronghua from the eighth floor to the ninth floor of the operating room. Cao Yongzhong saw his wife was in pain, and further requested to accompany her in the operating room, but was refused by the doctors.

 

He waited outside, waiting for more than ten minutes but then Cao Yongzhong heard his wife screaming constantly. He was very anxious and worried about his wife’s safety. He knelt down several times and begged the doctors to rescue her, but they were indifferent to his request and ignored it. At this time, Cao Yongzhong heard all kinds of alarms sounding in the operating room. Cao Yongzhong stood in front of the operating room, looking up and watching, dared not leave one step, was so anxious that he kept praying and praying.

 

Around 5 a.m., the operating room was calm again. When Cao Yongzhong thought of a lively and lovely baby coming to the world and his family, the previous feeling of worry and fear was just swept away, his face was full of a father’s pride and kindness, and his heart was relieved slowly. Then a doctor came up and told him that the situation was a little bad. Cao Yongzhong was shocked by the news, he and his sister knelt down and asked the doctor to rescue her, if not, they should transfer her, but the doctor said they couldn’t. Again and again, the families asked to go into the operating room to see what happened inside. At this time, a large number of security guards came, there was a huge ruckus between the families and security guards, the families were kept a distance from the operating room resolutely. Security guards had been surrounding the operating room for 2-3 hours. During this period, the families were unable to get close to the operating room and did not know whether the mother was alive or dead. Cao Yongzhong suffered in great pain.

 

A few hours later, Cao Yongzhong finally got into the operating room! But see his wife’s horrible, purple body, belly swelling very big, no cesarean section, thrown on the operating table even without trousers, blood dripping down a drop, drop by drop, the good wife is gone, the baby is also gone!  Cao Yongzhong could not control tears flowed down. No any statement, no one explained, Zhang Ronghua had been laid quietly on the operating table for more than 30 hours, and the whole body began to drip!

Many Cao Yongzhong’s relatives came to the hospital in succession, Cao tried hard to control his anger to negotiate it, but the administrator of the hospital shirked his responsibility and assigned more than 100 security guards to push more than 10 Cao’s relatives into automobiles and take them away illegally. The oldest family members were over 70 years old, and they were illegally detained in a manor called Qingshuiwan, for more than ten hours, all their correspondents were confiscated. During the illegal detention of more than ten hours, there was neither water nor food. There was a physical collision, Cao’s father was injured, and they were constantly threatened.

During detention, the hospital held meeting with Cao as well as several families. The content of the meeting was that Cao Yongzhong’s wife’s death had nothing to do with the hospital, the hospital could give Cao Yongzhong 30,000 Yuan as condolence fund according to humanitarianism, if Cao Yongzhong cremated her wife’s body immediately, otherwise the police would enforce the cremation. Cao Yongzhong disagreed at that time. Then a man named Huo who claimed to be the director of the Political and Legal Commission, which Cao did not hear clearly, but saw his work permit as five-star judge, spoke to Cao:”You can accuse me! In Tengzhou, I am not afraid of anything” He also told that even in Cao’s his hometown Wuhu; he had classmates as directors, and had friends in many parts of the country.

 

What’s more abhorrent was that a few people wearing police uniforms viciously warned Cao Yongzhong that if he made any problems, he would be locked up immediately!

 

Cao said that he was going to contact with public media. At this time, a leader knocked the table vigorously, stood up, pointed to Cao and scolded him, called Cao to leave immediately, saying that the medias were also under their control! There were many policemen, security guards and unfriendly people in casual clothes, Cao was afraid that he and his families would be suffer from their poisonous hands, dared not say anything more. Because of fear to the public authority, Cao Yongzhong had to transport his wife’s body to the funeral parlor in tears and froze it.

 

In opinion of Cao Yongzhong and his families, the tragedy was man-made completely. Zhang Ronghua, as a disregarded migrant labor, did not provide a birth certificate during her pregnancy in Tengzhou Maternal and Child Health Hospital, especially in the case of failing to meet the medical staff’s request for an additional 200 Yuan (in fact, this sum is the medical staff’s extra and private claim), which led to her death because of irresponsible behavior of the medical staff. In this regard, representative of the hospital said, the medical staff asked Zhang Ronghua to be hospitalized immediately at the birth registration, but Zhang had not done like that until 16.15 p.m. on October 2th, 2012,so she failed to comply with the doctor’s instructions.

 

In addition, Zhang Ronghua’s death had nothing to do with the hospital, No rescuing presented by her family was a misunderstanding, reason of no voice was in operating from the anesthesiologist, in and out of various kinds of equipment was evidence of rescuing, and so on…

 

A normal and official statement reason for Zhang Ronghua and her fetus’s tragic death presented by Tengzhou Maternal and Child Health Hospital was: “Academic consensus is that artificial rupture of membranes is one of the high-risk factors for amniotic fluid embolism, there are few such sudden and catastrophic medical situations. Tengzhou Maternal and Child Health Hospital is a second-level hospital at the grass-roots level. The deceased suffered from amniotic fluid embolism at 3:45 that day, and all the medical staff had done their best to rescue her every minute, the diagnosis was timely, the treatment was correct, and the maternal and child died of an outbreak of amniotic fluid embolism, which is a difficult problem that cannot be solved in medicine at present, our hospital was unable to dispose it certainly, we want to express deep unfortunate and regret.” A bunch of medical records and data from unknown sources was also listed to prove it.

Cao Yongzhong and his family thought the medical records were false and forged. There are several main questions raised by them:

 

1. The deputy of the hospital said that Zhang Ronghua entered the operating room at 4:10 a.m., and died at 4:45 a.m. But when the family members arrived at the hospital at 5:30, they found that at least 100 security guards had been sent to surround the operating room. That’s a large problem! In common sense the security guards were basically not at work at that time, usually there were about a dozen security guards at the hospital during the day. Why were more than 100 security guards mobilized against the families of the deceased? It took at least one or two hours for at four or five o’clock in the morning in such small county. That is to say, when the families arrived at 5:30 and saw so many security guards who actually had been called at 4 o’clock or earlier. The question is, before the families have not yet arrived at the hospital, more than 100 security guards were called to the hospital to do what? What happened inside the operating room during the hours when the security guards surrounding the operating room?

2.  Later, a large number of security guards and thugs were mobilized to detain the families whose communicating devices were confiscated, in a suburban area called Qingshuiwan, one day long, they had been threatening and intimidating the families to remove the body before releasing them! Why?

3.  Did the failure of the medical staff asking for red envelopes have anything to do with the maternal death? Were pregnant women without birth certificate discriminated?

4.  What is the purpose to withdraw the medicines and the medical records, to destroy evidences by using large number of security forces?

 

For the questions raised by the families, the hospital refuses to respond positively for various reasons. So far, the families have not received any oral or written responses from the hospital!

 

In this regard, we went to Jinan to interview the family’s attorney, he told us the question straightforwardly. To sum up, there are nine points:

 

  1. When the pregnant woman was admitted into the hospital, the medical staff asked for birth certificate and red envelope, but the husband did not bring cash not to give them the red envelope, and there was a dispute! Was it related to the negative rescue or even deliberate failure to rescue in the hospital?
  2. The doctor’s provisional order was executed at 16:43 on Oct. 2th to monitor the fetal heart rate, in his reply to the appraisal organization, he said: “There are birth process records and continuous fetal heart rate monitoring after entry to the maternity room, “ The woman was admitted to the maternity room at 2:00 a.m. on October 3th, but strangely, there is not a complete corresponding birth process chart in the medical record, only about 03:35-03:54 am. Where are the other fetal heart monitoring charts?– Obviously, the hospital staff hid the fetal heart rate monitoring charts for other periods. Why did the hospital staff hide other charts? Please provide other charts.
  3. The medical records show that “opened three venous channels” during the period in maternity room, but the woman did not have any fluid treatment when she was transferring out from maternity room. Please provide the video data of that day to verify! Since there is monitor, why dare not to provide the video?
  4. In addition, since three venous channels had been opened, what drugs had been used? Why does the doctor’s advice show that a total of two bottles of medicines were used on the pregnant woman? Where are the three channels?
  5. In the reply to the appraisal organization, the doctor admitted that after the woman was transferred to the operating room, the medical treatment was delayed, the doctor moved equipment of type-B ultrasonic to the operating room, in case if the maternal patient’s life is in danger , what is the purpose of the type-B ultrasonic operating? Now that the type-B ultrasonic operating has been done, where is the report? Please provide it.
  6. Where are the birth process records? Why do you hide them?
  7. The deputy of the hospital said that the emergency doctor was notified to rescue when the pregnant patient was sick in the maternity room, but the fact which can be proved by video was that there were only several young nurses but there were no doctors in the maternity room! This shows that in the maternity room, there was no medical treatment at all. Obviously it was intentional failure to rescue, what is the intention?
  8. After the maternal death, the hospital did not issue a death notice, why? According to the state regulation, a death notice must be issued after a death in hospital. What is about the death notice?
  9. The most importance is that the families urged to seal the medical records and remnants at the first time after the maternal death, Why did the hospital assign a large number of security guards to surround the operating room, beat family members and forcibly withdraw all the remaining medicines? What kinds of medicines were injected to the pregnant woman? Why should drugs be withdrawn at the risk of crime, and why should evidence be destroyed?

 

All of the above mentioned by the attorney of the families are facts. Tengzhou Maternal and Child Health Hospital promised many medias that  there were surveillance videos. Why does the hospital dare not to show the videos? On May 16, 2013, the families accompanied by volunteers of WRIC  and enthusiasts came to the hospital, hope to find out the real cause of Zhang Ronghua’s death, because the families have seen and heard too many doubts with the hospital about this tragic tragedy. According to Cao Yongzhong and his families, they came to the hospital several times, but they were all refused and fooled by the hospital in a variety of ways, and even were threatened. Zhang Ronghua could not rest in peace in heaven as the case has not been settled finally.

 

Thanks to the intervention of WRIC, the deputy of the hospital received us, but said that Yang Bilan who was the president of the hospital then have gone (rumored on the Internet that her brother is a vice mayor and her background is very strong). The new president was just on a business trip, and only a section chief surnamed Yang faced us. As far as we know, the president disappeared already at the time of the incident , while the new leaders was delaying under excuse that he do not know much about the case, and need further verification, attempted to minimize and trivialize this serious medical accident and human rights violation.

 

So far, this event can be confirmed that the maternal death was caused by amniotic fluid embolism. Excessive use of Oxycontin, unreasonable artificial rupture of membranes and many other behaviors can lead to amniotic fluid embolism. But after the accident, the hospital staff did a large number of efforts to destroy remaining medicines and medical records that ought to be sealed up. The real cause of Zhang Ronghua’s death was not known directly. Now the truth is unknown. According to the relevant laws and regulations, due to the hospital’s own reasons, it is impossible to find out the truth, and the hospital is for all the responsibilities. Seven months have passed since Zhang Ronghua and her fetus’s death occurred. Cao Yongzhong and his family had to ask the medias for help, hoping that the domestic and foreign media would pay close attention to the tragic plight of domestic women and seek justice for their dead family. To this end, the majority of WRIC’S volunteers strongly urge relevant departments of Shandong Province and Tengzhou City to thoroughly investigate this serious violation of women rights, and publish the investigation report to the world, so that Zhang Ronghua can rest in the heaven. Later, the hospital agreed to compensate for 1 million Yuan according to the local court sentence, unless Zhang’s family accept interview from foreign medias.

China’s Genocide Starts in the Womb

By 2019

 

April 5, 2019 marks its 29th anniversary. A horror most Americans have never heard about: the Baren Massacre.

 

It took place just north of Tibet, in Chinese-occupied East Turkistan. It may be the only massacre in human history that began with State-forced mass abortions. In one sense, it’s a massacre that still continues today.

 

As an American Catholic and a Muslim Uyghur, we stand together on this. We commemorate the victims. Pro-life and pro-choice Americans should also come together on at least this common ground. Forced abortion is abhorrent. All should condemn the terror the Chinese government unleashed against these women, and against their families who resisted it.

 

The Baren Massacre

 

Baren Township, near Kashgar, saw sixty days of terror in spring 1990. As part of its deadly One Child Policy of population control, China’s government routinely forced millions of women to abort their babies. But the villagers of Baren finally had enough. They’d just seen 250 local women robbed of their babies. So they did something people rarely risk in Communist countries. They went to confront the Party. These rural people walked into Party headquarters and complained to its officials.

 

 

Chinese officials answered their concerns. By sending in the People’s Liberation Army. It stormed in and occupied the region. Some locals — devout, God-fearing people — decided to take up arms. To defend their families, their pre-born children, and their dignity.

 

Chinese authorities were enraged. They poured even more troops into Baren Township — more than 4,000 according to some sources — with artillery and helicopter gunships. All aimed at parents, who wanted their babies to live.

 

The army used heavy weapons and indiscriminately slaughtered villagers. By the dozens and the hundreds. People of every ethnic group in East Turkistan suffered: Uyghurs, Kazakhs, Kyrgyz, Uzbeks, and Tatars.

 

The massacre was emblematic of China’s wider policies of genocide. It should have woken up the West to the nature of that regime.The Massacre Never Ended.

 

The lesson of the Baren Massacre? If any nation would forcibly kill large groups of defenseless people in the womb it will also, sooner or later, go on to kill them outside the womb. And 29 years later, that is exactly what’s happening in East Turkistan.

 

Don’t take it from us. Listen to the UN Committee on the Elimination of Racial Discrimination. It estimates that the Chinese government currently holds at least 1 million (mostly Uyghur) citizens in so-called “counter-extremism centers.” And another 2 million in so-called “re-education camps.”

 

Some people survive these camps. They report what goes on in them:

  • Brainwashing.
  • Beatings.
  • Torture.
  • Rape.
  • Involuntary medication.
  • Forced abortions.
  • Forced sterilizations. And even
  • Summary executions.

We’ve Known About This for a Decade

Back in 2009, Radio Free Asia told the world:

China’s official Tianshan Net reported that population control policies in Occupied East Turkistan (“Xinjiang,” as the Chinese Communist Party calls it) have prevented the births of some 3.7 million people over the last 30 years…. The one-child policy is enforced more strictly in cities, but penalties for exceeding a family’s quota can be severe, including job loss, demotion, or expulsion from the Party, experts say.

 

That was ten years ago. But for these afflicted people, nothing has changed.

 

A Policy of Extermination

Sometimes women in rural settings got a small degree of latitude in deviating from the one-child policy. But often the punishments for exceeding the quota are excruciating. Horror stories about China’s genocidal and infanticidal policies abound.

 

One woman, Arzigul Tursun, was detained by police in the sixth month of her third pregnancy. Officials then forced her to undergo a late-term abortion.

 

Even if she had somehow escaped the medically-unnecessary procedure? Then she would have faced a 45,000 renminbi fine for the crime of conceiving a third child. That fine exceeds several years family income.

 

A Threat to Life and Choice

Pro-life and pro-choice Americans alike should condemn the brutal practices of China’s Communist Party. The simple truth is that they threaten both life and choice.

 

Pro-life and pro-choice Americans should also come together on at least this common ground. Forced abortion is abhorrent.

 

Now the people of East Turkistan are facing nothing less than a genocide. The Party’s goal is nothing short of the wholesale extermination of an entire people. From womb to tomb, the Communist Party has no respect for the sanctity of human life or bodily integrity.

 

It feels strange to commemorate the Baren Massacre as if it were some fact of Cold War history. Because, inside China’s concentration camps, it’s still going on.

 

How Do You Commemorate a Slaughter that Never Ceased?

But we won’t let that stop us. From 1 to 3 p.m. on Friday, April 5, the East Turkistan National Awakening Movement will be holding a nonviolent demonstration outside the White House. This peaceful event is cosponsored by the Vulnerable People Project, Movie-To-Movement, the Institute for Religion and Democracy, and others.

 

There we will ask the United States government to demand an end to China’s genocidal policies against East Turkistanis. And we’ll call on all civilized nations to impose sanctions against the officials responsible for these atrocities.

 

This commemoration already includes pro-life, feminist, Christian, Muslim, American, and Turkistani participants. If you can, please join us there.

An Old Peasant Couple who were Ligated for Three Times

Li Yuanlong, the volunteer of WRIC, was registering beneficiaries of “Chinese Rural Baby Girl Assistance Program” in a family in Zhuchang Town, Bijie City, Guizhou Province. He saw a 7-year-old girl was with an over 50-year -old women, he thought the little girl was her granddaughter because the girl resembles the woman. But when the volunteer asked, the elderly woman said she was the little girl’s mother. The woman said that the daughter was born after she was ligated twice and the birth of the little girl caused her husband to get ligated.

 

It was reported on the website “Women’s Rights in China” last month that a couple in Zhenxiong County, Yunnan Province, adjacent to Bijie, was arrested for the third ligation because of the head of ligation task of the township. Li Yuanlong did not expect to face another victim who was also ligated three times right now so he came to the woman’s home. He heard the story about the couple being ligated, fined, and abandoned by the family planning staffs.

 

 

The woman, Zhao Yuanxiang, was 54 years old and her husband, Sun Lianghua, was 57 years old. Facing the camera, the elderly couple told the tragic experience of being ligated three times.

 

Mrs. Zhao said that she was ligated for the first time giving birth in 1989. But she was pregnant again after nine years later. She gave birth to other two children and was arrested by the family planning staffs to get the second ligation. After the ligation, she was extremely weak, but the family planning staffs abandoned her in a woods on the way home. Fortunately, she was helped by passersby and taken back to her home. Nobody expected that Mrs. Zhao was pregnant again just nine years later and gave birth to the youngest daughter in 2003. Half a year after giving birth to the fourth child, the family planning staffs did not catch Zhao this time. They grabbed her husband Mr. Sun for ligation in June of this year who was nearly 50 years old then. A list of the ligation was still there and Li Yuanlong saw it.

 

Zhao also said that her stomach became astonishingly big the year before the ligation of her husband, she thought she was pregnant again but it was a cyst. After a surgery, two nine-pound tumors were taken out from her body and she recovered finally. We don’t know if the cyst is natural or caused by the previous surgeries.

 

As early as 1987, after the birth of a second child, Sun Lianghua’s family was fined by family planning office. Sun Lianghua found an old receipt which showed that the date was “April 11, 1987” and the person who was fined was “Sun Lianghua in Zhu Changcun Group 10”. The fine was caused by the “second child and more children’s fee” and the fine was 30 Yuan. The seal of receipt was “Special Seal for Family Planning of Zhuchang Commune in Zhuchang District, Bijie County”.

 

It was said that the original fine was 100 yuan. It was preferential as only 30 yuan actually because the people who were issued such fines paid in advance. A penalty receipt of “violation to family planning” on August 14, 1992 showed that Sun Lianghua was fined another 50 yuan. On July 23, 2003, Sun Lianghua was forcibly charged for 200 yuan as “fee of social support” because of her youngest daughter. If he did not pay the fine, the daughter would not be registered as a resident. There was another 200 yuan fine, but the receipt could not be found. Sun Lianghua also had suffered from cirrhosis, ascites, hyperthyroidism, emphysema and other diseases a few years ago. It is no wonder that Sun Lianghua’s face was black, yellow and thin. Zhao Yuanxiang said that Sun Lianghua’s health had been down since the ligation in 2003.

 

“My husband has never worked since my youngest daughter was born. We are peasants, we must work, but all labor in the field is done by this slow body of mine.” Zhao said.

 

“The doctor said, Sun Lianghua’s diseases should be cured in hospital in Guiyang, capital city of the province but my family didn’t have enough money to buy food. We have no way to cure him except for my husband enduring by himself.”Zhao said miserably.

 

According to the regulations, there should be several people in the family who can get the subsistence allowance. Zhao said her family had no relatives or friends in government, so only Sun Lianghua got the subsistence allowance which was a veritable “little guarantee” consisting of only 80 yuan per quarter (three months) (equivalent to about US$13). Li Yuanlong asked “Unsuccessful ligations have made you and your husband suffered, damaged you both extremely, and cost you a lot of money. Have you ever complained to government?” They said “Yes, many times but to no effect”. At 11 am. of December 28, Li Yuanlong learned more about Zhao’s family by phone.

 

The family’s first child, named Sun Chenglong, is a disabled person with hunchback and deafness. He had been 28 years old but no one wanted to marry him because of poverty and disability. On April of this year, he went to Xiamen, Fujian Province, where he wanted to work at. No factory was willing to accept him. “Nobody knows where he is now, dead or alive, we don’t know.” Zhao said on the phone.

 

Zhao’s second daughter, named Sun Chenghui, was only 17 years old this year. She finished the 1st grade course at Zhuchang Middle School last year then she stopped studying at school. She couldn’t bear to make her parents embarrassed when her tuition and fees charged her parents a thousand yuan for per semester. Twenty days ago, she went to Xiamen to work. Sun Chenghui’s younger brother, Sun Chenggui, finished second year courses in junior middle school last year. He stayed in the school for only a few days this semester. When the teacher asked for money, he left the school. Sun Chenghui was married and she told Zhao that Sun Chenggui might live with her. She and her husband would raise him to continuing his study. However, 14-year-old Sun Chenggui said that his sister’s family finances was also in dire straits too. He would not want to drag them down so he will “raise himself”.

 

The youngest daughter named Sun Chengqiong, whose mother was pregnant and born her after being ligated twice, the one who caused her 50-year-old father’s ligation, had been in the first grade as a excellent student with her homework and test scores always more than eighty or ninety. Zhao Yuanxiang said the daughter was very diligent. Every dawn, she asked her mother if it is time to get up. She was always afraid to be late to school.
On the 23rd, Li Yuanlong once asked: “Sun Chengqiong, is your grade good? Have you ever received any certificates?” Her mother proudly rushed to answer: “The award has not yet been won, but she told me that many students have been beaten by the teacher because of poor grades or homework. But she has never been beaten by the teacher because her homework has always been completed and her grades are not bad in class”

Her family was in very difficult situation that she constantly worry about having no ability to afford her family including the daughter’s study once Zhao could not work anymore sometime. Then Li Yuanlong had to comfort her, “You try to let her study first. I will think of some ways. I will write out the difficulties of your family and see if anyone wants to help Sun Chengqiong.”

Sun Chengqiong’s performance is good, and her family is a serious victim of family planning. Li Yuanlong hopes that this article will play a certain role and cause people to pay attention to such poor families.

A two-year-old girl was robbed at the doorstep

At 17:30 on June 4th, 2010, at Liyuan Village, Liyuan Town, Qinyuan County, Changzhi City, Liu Ying (Xiaodoudou), a two-year-old daughter of Liu Junmin, disappeared while playing outside her home. Her families have been publishing notice for missing person through radio, Internet and other media. But they still didn’t find her. Her grandfather got a hit and became sick. Her mother, Li Fang, washed face in tears all day. Her 15-year-old sister was so depressed that her academic performance plummeted. On January 9th, 2011, there was unexpected result when our activity of searching for lost families in northern five provinces came to Changzhi City, Shanxi Province.

At the site of activity, there was a middle-aged man staring at the notice for Liu Ying for a long time. A volunteer found him and asked him if he knew this child. He replied that this child was in his village, but he refused to tell the details. He was worried that he would offend his villager. We explained repeatedly and promised to give him financial reward and keep it secret. Then he told the truth that the child was in a village of Huguan County.

On January 11th, the group for seeking families came to Huguan County according to information provided by the man. In the family which adopted Liu Ying, Li Fang recognized her child. After the police arrived, Li Fang cried with her daughter. Subsequently, the police arrested five criminals who abducted children, one of whom was actually an acquaintance with Li Fang. After Liu Ying was rescued, Li Fang asked human traders to make compensation and brought a criminal incidental civil action against them to local court. The Women’s Rights in China (WRIC) entrusted lawyers, Jiang Tianyong and Lin Qilei, to help Li Fang and her family to defend their rights.

In January, 2011, Liu Ying, a three-year-old girl, was found in the activity of seeking lost families organized by Huijia Net of WRIC in Shanxi. Nine human traders were arrested, and four of them were arrested by the Procuratorate of Qinyuan County, Changzhi City, Shanxi Province. Liu Junmin and Li Fang, Liu Ying’s father and mother, also brought action to the Procuratorate and the Court for civil compensation against human traders. Their causes of action were that the abduction of their child not only caused a huge mental burden, but also caused huge economic losses on them. In the process of seeking their daughter, the family spent almost all savings. They lost work and time and owed a huge amount of debt.

When the Court of Qinyuan County heard the case in July 2011, Liu Ying’s parents repeatedly submitted a request to the Court to participate in the court hearing. The Court refused them on the grounds that the public prosecution case was not related to the victim.

Because the Liu was in financial difficulties in the process of finding the child, they could only resort to local legal aid. The judicial office of Liyuan Town helped them to write a complaint and submitted it to the Procuratorate of Qinyuan Count. Then it showed no concern about it. They were so helpless that they had to turn to WRIC of NGO organization which helped them to find their child.

With the coordination and help of WRIC, lawyer Lin Qilei of Beijing Ruikai Law Firm went to Qinyuan, Shanxi on August 27th. After learning about the case, he signed a letter of attorney with Liu Ying’s parents and negotiated with the Criminal Department of the Court of Qinyuan County. This was the first time that Chinese victim employed a lawyer to take action for civil compensation against human traders. If it is successful, it could be a fatal blow to the crime of abducting and trafficking people. It would greatly inspire the confidence of victims’ families in finding children and also create a new way of anti-abduction.

A female judge in the Criminal Department of the Court of Qinyuan County received the lawyer Lin. In the process of negotiation, she said that the Court never gave the victim a precedent to participate in the hearing. The Court has made the decision that the criminal incidental civil action was not accepted. However, Lin pointed out that it was obviously procedurally illegal to not notify the victim to participate in the hearing. He emphasized that the case has been tried and it was also untenable to not accept the victim’s lawsuit. The victim did not participate in the hearing due to the court’s refusal. Finally, another person in charge of the criminal department received the complaint. He said that they would give an answer after studying the case.

Lin said that the next step was to send letters to the Changzhi Municipal Law Commission,the Changzhi Intermediate People’s Court and the Procuratorate of Qinyuan County and request higher judicial departments to intervene. We would pay close attention to this case.

Notes on the 2012 Taiwan Presidential Election

The winner does not take it all, and the loser is not always in the wrong.

 

On the evening of January 14th, the results of the thirteenth presidential election of the Republic of China revealed that Ma Ying-jeou, the current president, had won re-election by defeating Tsai Ing-wen of the Democratic Progressive Party(DPP) and James Chu-yul Soong of the People First Party(PFP). Ma Ying-jeou and his partner Wu Den-yih won 689,1139 votes, with a vote rate of 51.6%; The DPP’s Tsai Ing-wen and his partner Su Jiaquan received 609,358 votes, with a vote rate of 45.6%; The People First Party’s James Chu-yul Soong and his partner Lin Ruixiong, received 366,958 votes, with a vote rate of 2.8%. The election of three overseas doctorates to compete for the presidency has pioneered the history of Chinese. The three doctorates are: Ma Ying-jeou, a law PhD from Harvard University, Tsai Ing-wen, a law PhD from the London School of Economics, and James Chu-yul Soong, a political science PhD from Georgetown University. The election was conducted simultaneously for the President and the Legislator, that is, the simultaneous election. Nearly 15,000 polling stations were set up in various parts of Taiwan, with nearly 200,000 staff members and a total voting rate of 74.38%.

 

Before the election, some people analyzed that if the Kuomintang(KMT) lost, it would mean the end of this century-old shop. The KMT would be divided into two parts. The nativists, led by Wang Jin-Pyng, would lead the KMT in Taiwan. The KMT will be transformed into a political party in Taiwan to join hands with the DPP people to settle down on this Treasure Island surrounded by the four oceans. Another group of KMT people with the great dream of the Republic of China will be vanished. They will die, drift abroad or return to the mainland China.

 

On the eve of the election, a mainland veteran walked alone on the Ketagalan Boulevard under the night, carrying a sign with the words “stand up for the Republic of China.” In fact, every time the people of the KMT and the people of the DPP compete for the presidency, they will be regarded as the “Republic of China” defense battle by some Taiwanese who still have a great Chinese complex. Every link of the campaign will affect the thousands of years of Chinese blood in their bodies, and they often shed tears when talking about the fate of China.

 

On the other side, Tsai Ing-wen lost, but the total number of votes exceeded 1 million votes in the 2008 Presidential Election. This time the Green Camp won another 13 seats in the legislator election. In fact, the Blue Camp also lost more than 10 seats, and Ma Ying-jeou lost nearly 1 million votes compared with 4 years ago. As a female soldier, Tsai Ing-wen, despite her glorious defeat, has achieved such good results after years of wrangling over Chen Shui-bian’s corruption scandal in the DPP. In this regard, Tsai Ing-wen is not only an important contributor, but also a well-known leader.

 

On the evening of the announcement of the presidential election results, Taipei, which had been sunny for several days, suddenly experienced heavy rain, such as the tears of 6.09 million people who supported the Green Camp. Tsai Ing-wen stood on the stage to announce the loss of the presidential election. She said humbly that the main reason for our loss was that we did not make it clear to the voters, and that we did not do a good job in campaign propaganda and layout. The DPP will submit a detailed review report later to provide vigilance. Congratulations to Mr. Ma Ying-jeou on his election as the President of the Republic of China. I hope he can better lead the people of Taiwan forward. The DPP has lost, but we never give up. She said, “Although I can’t lead you on, I would like to thank you personally for your company along the way. Taiwan can’t live without the voice of opposition and the power of checks and balances. In the next four years, although we have no way to practice our ideals from the perspective of the ruling party, this does not mean that there will be no more power. I believe that as long as you stand behind us and give us support and encouragement, we will have a future and we will win next time. I will shoulder the responsibility of losing the election. I announce that I will resign as the Chairman of the DPP. Under the stage, the young people’s tears and the rainwater from the sky merge into a vast ocean, so sad and strong!

In 2012 Taiwan presidential election, the winner is righteous and vigorous, while the loser is decent. There are no past cries of injustice and shout curses, no pre-election incidents, Taiwan’s democracy is maturing and the world is witnessing!

Taiwan poll/ Quiet before the election

I arrived at Taipei Taoyuan International Airport at 11:30 PM, because I had a lot of luggage, our hotel was far away from the north end of the city, and it was a lot of trouble to go downtown by Kuo-Kuang eBus, so I just took a taxi. The taxi driver, a thin man in his 30s, spoke Minnan mandarin with enthusiasm.

 

There was no presidential election poll published on this day. According to Taiwan’s 2006 Election Recall Law, no organization is allowed to publish poll results until 10 days before the poll begins.

When the taxi was driving at a high speed in the dark, I asked the driver who he was going to vote for. He did not hesitate to answer “James Chu-yul Soong”. The reason for this was that he sympathized with the weak. Needless to say, he has concluded that James Chu-yul Soong was the weak side in this trilateral game.

 

The next day when I went out, I met a quiet young man on the bus, who had just graduated from college and was waiting for military service. He guided us all the way to the MRT for fear that we had misdirected the route. In the subway car, I asked him who he would vote for, he said “Ma Ying-jeou.”

 

When I returned from Liberty Square, I took a taxi and went on to do the poll. The driver’s answer was “I choose Tsai Ing-wen”, because “Ma Ying-jeou did not do well in the past four years. Try Tsai Ing-wen instead. If she can’t, she will not be chosen again in the next four years.”

 

After returning to the hotel, I contacted a monk in Tainan and asked him who he would vote for. The answer was James Chu-yul Soong, because he was tired of the Blue Camp and the Green Camp, so he changed his color.

 

A few days later, I randomly surveyed five Taipei people, 2 votes for Tsai Ing-wen, 2 votes for James Chu-yul Soong, 1 vote for Ma Ying-jeou, the voting rate was 20%. As a purely personal act, I understand that the result should be a blind person’s impression, which inappropriately magnifies a part of Taiwan’s political ecology so seriously that no polling agency dares to publish such results, especially in Taipei, the base of the KMT.

On the morning of the 13th, I came to James Chu-yul Soong’s campaign headquarters in the center of Taipei. Zhang Junyi, the head of the Overseas Department of the People’s Democratic Party of China, who served as chairman of the Mongolia-Tibet Committee during the Lee Teng-hui era, said that it was predicted that James Chu-yul Soong would get 1 million votes. This was a small number in Taiwan with a population of 23 million. It was absolutely impossible to match the ratio of 40% that I randomly asked. Zhang Junyi blamed Ma Ying-jeou for his behavior in the past ten days before the polling day. He said that James Chu-yul Soong’s election was very good. Unexpectedly, on the eve of the vote, Ma Ying-jeou published a poll result that was very unfavorable to him. The next day, the voters turned to others and ruined James Chu-yul Soong’s presidential dream. Of course, Zhang Junyi’s statement was immediately refuted by the original New Party legislator who accompanied us. It was pointed out that James Chu-yul Soong’s defeat in the same year was entirely due to Lee Teng-hui’s suppression of him by using the Chunghsing Scandal.

 

In terms of how to obtain public opinions in Taiwan, I listened to four methods summarized by polling experts of Chung Hua University in Taichung City.

 

  • Institutional polls: The results are widely known.
  • Trading Futures: Candidates are considered futures. It was accurate in the past few years, but now it’s getting out of line with outside intervention.
  • Local gambling: The combination of local and foreign products that combines modern politics into black deals. Some suspect that the two bullets in 2004 were related to it.
  • Official Investigation Station: It collects the Bureau of Investigation of the Republic of China from all over the country and submits it to the ruling authorities for reference. It is said that the accuracy is very high, but it will not be published.

 

Some Taiwanese believe in the accuracy of the Exitpolls of the United States. In 2004, an American stood outside the voting booth and asked the voters who had voted. He came to the conclusion that Chen Shui-bian could not win the presidential election. On the contrary, some people believed that in the 2004 presidential election, the two bullets were just a blind alley. The real reason was vote counting fraud.

 

However, an expert from Chung Hua University said that the Exitpolls might work in other countries, but definitely not in Taiwan. Taiwan’s voters are not easy to tell the truth. The reasons are gangster manipulation or money buying. The voters who are controlled are certainly not willing to say their true choices.

 

  • Lin chuo-shui’s Syllogism on Cross-Strait Relations

Lin chuo-shui, a “Taiwan Independence Theorist” and a prominent figure in the DPP, considers his seniority in the party to be the same as that of Chen shui-bian, but the second generation. In March 2008, Ma Ying-jeou defeated Hsieh Changting, and the DPP, which suffered heavy losses, was in mourning. At that time, I arranged an interview with him in an office next to the Legislative Yuan of the Republic of China. Instead of the decadence of a defeated man, there is a freshness of wisdom in the Arabic-educated member of the DPP. He talked about the DPP’s push for political change in Taiwan, and about the collision style that led to Taiwan’s sovereignty. The difficult task facing Taiwan today no longer requires confrontation, but painstaking work.

 

In the 2012 presidential election, he ran for the eighth legislator in Xinzhuang, Xinbei City after serving as Taiwan’s legislator for five consecutive years. In this election, Tsai ing-wen, the third-generation leader of the DPP and presidential candidate, attacked Ma ying-jeou’s 1992 consensus with “Taiwan consensus”. Lin chuo-shui did not deny that the Taiwan consensus was intended to advance the process of Taiwan’s founding, but he said its effect would be tested in the future. Lin chuo-shui, an important legislator of cross-strait policies of the DPP, said on the eve of the election that cross-strait relations would not change much regardless of the outcome of the presidential election in Taiwan. Due to the limitations of the two frameworks of “the reality of separation between the two sides of the strait and the difficulty of Taiwan’s independence gaining international recognition”, the three parties, the Communist Party, the KMT and the DPP, were forced to move towards a pragmatic direction in dealing with the Taiwan issue”.

As the polling day approached, we came to Lin chuo-shui’s campaign office in Xinzhuang, Xinbei City. Although he was busy with the tickets, he took the time to greet us. The topic naturally focused on the presidential election and cross-strait relations. He summarized the difficulties of cross-strait relations that have been entangled since 1949 as “separate separations and different opinions on sovereignty.” He divided the cross-strait relations for more than 60 years into three stages, and thought that in terms of trend, no matter how loudly politicians quarreled, they could not hide the fact that they were heading for easing.

 

Lin chuo-shui said: “The early solution is to solve by force. Beijing says it wants to liberate Taiwan by force, and Chiang Kai-shek’s counterattack on the mainland China was also a military solution. In the era of Chiang Ching-kuo and Deng Xiaoping, the general direction has changed to a peaceful settlement. Taiwan says it wants the Three Principles of the People to reunify China, while the mainland China says it wants one country, two systems and peaceful reunification.”

 

These two stages of change not only occurred in the ruling KMT and the Communist Party, but also in the DPP. Although during the martial law period, the early Taiwanese democracy movement could not clearly express their sovereignty claims, according to the Taiwan Overseas Associations, which were related to the high-level movements of the party outside the party, their mainstream supporters advocated the armed revolution. After the Formosa Incident, overseas advocates of force gradually returned to Taiwan to engage in a peaceful and democratic movement.

 

According to Lin chuo-shui, whether it is the Communist Party, the KMT or the DPP, they are developing at almost the same pace in the first two stages.

 

The third stage of cross-strait relations began in the 1990s, characterized by the gradual concealment of sovereignty issues by economic and trade issues, but Beijing has not relaxed its precautions against Taiwan’s independence. Lin chuo-shui said that at this stage, Beijing promulgated the Anti-Secession Law, which was widely considered by the KMT and the DPP to be the legal source of the mainland’s use of force against Taiwan, but he did not think so, because no legal source was needed to launch war. What surprised Lin chuo-shui was that the Anti-Secession Law stipulated that the mainland China would adopt non-peaceful means to deal with Taiwan’s independence under three conditions. He believed that this was in conflict with the constitution of mainland China, because the Chinese constitution could not allow bargaining on the issue of sovereign independence. Why did Beijing unconstitutionalally formulate the Anti-Secession Law with additional conditions? In Lin chuo-shui’s opinion, it is to send an important message to Taiwan: At the present stage, we should abolish the use of force, put aside the question of reunification until the future, and put the main focus of cross-straits relations at the present stage on economic and trade relations.

 

Lin chuo-shui believed that the mainland China successfully achieved the united front effect of promoting unification by business, governing by business and economy and trade in this election. Before the election, prominent industrialists in Taiwan expressed their support for the 1992 consensus. In line with Beijing, the KMT’s policy of “no unification, no independence, no military force” also put aside sovereignty and vigorously promoted cross-strait economic and trade relations. The DPP has also moved from a radical approach to a peaceful and pragmatic one without giving up on its nation-building efforts. Tsai Ing-wen even said that she could generalize the ECFA signed by Ma Ying-jeou and the mainland China.

 

Lin chuo-shui said: “In the three stages of cross-strait relations, each stage lasts for one or two decades or thirty years. This shows that the trend is so. I think it is not easy to overthrow the separation of the two sides of the strait. Local people want to pursue independence eagerly. However, it is not easy to obtain international recognition. The limitations of the framework of these two conditions have forced the three parties of the Communist Party, the KMT and the DPP to gradually move toward a pragmatic direction to deal with the Taiwan issue. Therefore, I believe that regardless of the outcome of the presidential election in Taiwan, cross-strait relations will not change much”.

 

Taiwan’s public opinion also seemed to confirm Lin chuo-shui’s statement. A poll in December asked if cross-strait relations would be reversed if Tsai Ing-wen was elected. As a result, only a few people answered yes.

Yuan Tseh Lee, the 1986 Nobel Prize Laureate in Chemistry who supported the Green Camp, took the stage in Taichung on the evening of 12th to support the presidential candidate of the DPP Tsai Ing-wen. Yuan Tseh Lee, who has been the president of the Academia Sinica of the Republic of China for 12 years, appeared at 8 p.m. with his wife and became the most important person in the evening party. He spoke in Taiwanese in the cheers of the audience. I did not understand at all, but only understood a sentence that “human beings are facing great difficulties” in Chinese. After that, he continued to speak in Taiwanese, which presumably meant that Tsai Ing-wen was the person who could lead Taiwanese out of trouble.

 

Taichung has always been ruled by the KMT, and Ho Chi-qiang, a native of the northeast who once served as the Minister of Foreign Affairs of the Republic of China, has held the position of mayor for more than a decade. In recent years, however, the DPP has become more involved. In Taiwan metropolitan elections of 2010, the DPP’s record in Taiwan scared the KMT. In order to conquer the fortress of the Blue Camp, Su Tseng-chang and You Xikun, the great figures of the Green camp, appeared one after another. Yuan Tseh Lee was accompanied by hundreds of scholars, professors and doctors, the famous Lion Club and Rotary Club. Taiwanese singer Yu Tian also produced a video on how to vote for the DPP voters to teach people not to make mistakes in voting.

 

Agents, police and the DPP pickets broke a passage through a crowd of 50,000 supporters. Tsai Ing-wen embarked on the big stage at 9:30, and his deputy Su Jiaquan, Yuan Tseh Lee and his wife, who were on the stage again, joined hands and spurred the enthusiasm of the audience. Tsai Ing-wen promised that if she was elected, she would move the Taiwanese parliament to Taichung to become the sub-capital of Taiwan. She said that Taichung has always been the most important constituency. As long as Taichung wins, Taiwan will win. “We were very close to the success in the last metropolitan elections of 2010. Let’s make it together this time, okay?”

 

“Okay” was a common mantra used in Tsai Ing-wen’s English speech. Next, the whole audience shouted “Okay”. It was in this echo that Tsai Ing-wen said, “Which road will Taiwan take in the next four years? Have you been good in the past four years? Do not make wrong decisions on Saturday. Choosing Tsai Ing-wen is to choose social harmony. Choosing Ma Ying-jeou is to choose social confrontation. Happiness is very simple. When you sleep every night, you know that there will be work tomorrow morning. Tsai Ing-wen will not intimidate the people, but will only bring stability to the people. I have many plans to bring stability and happiness to the people.”

 

On the venue of a vigorous evening party filled with stinky tofu, people shouted “elected” everywhere.

 

Compared with mainlanders on the other side, Taiwanese undoubtedly have a national Carnival called the presidential election. Tonight, people unfolded banners and raised flags or raised balloons with the words “Women make the world”, “Taiwan’s new hopes, a female president”, “a Hakka girl, and Tsai Ing-wen will be the president”, etc. At the moment when Tsai Ing-wen appeared, people shouted “Hello, President”.

 

Among the cheering crowds, the agents were quiet, well-trained and expressionless in black clothes and pants, with submachine guns in black suits in their hands, ready to deal with shots at any time.

 

I stood near the photographic stand of the press gallery near the stage, not far from his right hand, and there was a 20-year-old white fat young man who sang loudly when the singer sang.   1. The Green Camp lost and Blue Camp won in the race for venue on the night before election

 

January 13th is the night before the election. In all parts of Taiwan, the KMT, the DPP and the PFP have to do the final campaign. The most powerful place is the capital Taipei. In Taipei’s pre-election night, the Ketagalan Boulevard in front of the presidential palace is the most eye-catching. In order to win this strategic highland, all parties must compete for it.

 

On January 10th, the Liberty Times, an organ newspaper of the DPP, wrote about the night before the election of the Green Camp, saying that “all the venues planned for the night before the election of the Green Camp were stolen by the KMT, and we were eventually forced to be held in the sixteenth peasant farm with a smaller area. As long as the number of people exceeds thirty thousand, the venue will burst”.

 

According to a Taiwanese politician, there is an episode in the so-called KMT’s preemption of the venue. A few months ago, the Taipei Municipal Government opened its pre-election night venue registration. The DPP staff got up early and arrived at the registration office with the door closed. They were happy that the KMT was still sleeping, and the venue in front of the presidential palace was their own. They carelessly took out their cigarettes and strolled down the streets nearby.

 

When they returned to the registration office, they found that the KMT people were ahead of them, and they could do nothing about it. Finally, the treasure land in front of the presidential palace was given to the KMT.

 

 

Hu Zukun Said WRIC’s Subsidy is Very Helpful

When Hu Xianrong’s grandfather Hu Zukun came to Haizi Street to get the assistance subsidy on October 20th, he said that the one-month subsidy of 100 Yuan was really helpful to his granddaughter, which not only strengthened his granddaughter’s nutrition, but also made him feel better. Therefore, he would like to write a thank-you letter to thank the good-hearted people who have donated money on the other side of the ocean.

He said: China Rural Baby Girl Assistance Program is different from the “government” program and different from official program. They give us the subsidy, but they don’t need us to stamp, give gifts, and they don’t need us to have a special relation with those program staff members.

 

In addition, in Hoguantun Town, Zhao Min and Zhao Rong’s aunt gave me several catties of walnuts from their trees to express their gratitude. Chen Xue’s aunt, Chen Tingyun (the child holder in the picture below), also gave me a bowl of celestial bulbs to express her gratitude. We repeatedly refused to accept it, but they said it was homegrown and free. Baby Girls’ Registration in the End of Year with Cold Wind and Muddiness

In the mid-month of December, 2011, the place with the low altitude in Bijie, Guizhou was not frozen, but it was close to zero and it was considerably cold. Particularly, almost every day drizzled in winter of this year, thus the road was muddy, making people treat it as the dangerous road.

 

No matter how timid I was, I could not do The Rural Baby Girl Assistance Program in a “governmental matter”, so that people would mix me with the “public servant”. At 9:00 am on 20th day, I set off and left for the Haizi Street for more than 10km to grant subsidies to baby girls in this area. Here was the town with the most of assisted baby girls. Unfortunately, for deliberate nullification of the Haizi Street Local Police Station and the village secretary, as well as withdrawal of another volunteer Wei Han, after subsidies for baby girls less than one year old were cancelled month by month, only 11 baby girls at the Haizi Street has retained subsidies for baby girls.

On 20th day of each month, subsidies were granted to the Haizi Street. The old man Guoying Qiu over seventy years of age carried his great-grandson Shangjin Sun to get the subsidies. On 20th day of last month, Guoying Qiu said miserably, his granddaughter Na Peng’s psychosis attacked again. She has disappeared for nine days. He also said, Na Peng has disappeared for more than 10 days before. She was found out in a place over 10km by a person who got acquainted with her and sent her back. Before long, Na Peng lost again.

 

It was comforting that on December 20, I saw Guoying Qiu coming alone without carrying Shangjin Sun to get subsidies. I asked her and knew that Na Peng’s family and address were asked by the local police station at Piaojing Town, Dafang County, which was a neighboring county. The local police station policemen sent her to the native place in Bijie Haizi Street. However, Na Peng sometimes was good, but sometimes was bad. When she was good, she could look after the child. When the child cried, she would hit the child or even throw the child on the ground,making people worry about it. In this morning, her state was good, thus Guoying Qiu let her look after the child, while he get the subsidies for his great-grandson. However, Guoying Qiu had to go back quickly, because Na Peng’s disease might attack at any time. It was not safe when she look after the child.

 

Another thing was interesting. It happened in the Guanyin Bridge on that day. After I registered and took a photo in a pregnant woman’s home in Xianshan Group, Wuli Village, Guanyin Bridge Office, a Miao woman who carried with a child and looked familiar said to me. Her child on the back was a baby girl who was just born for four months. She asked me to register for her. I followed this woman to go to her home. I said, “There is no wonder that you look familiar. I came to your home to take a photo last month, right?”

 

She looked embarrassed and answered lightly, Hum, yes.

 

I said, no worry in this time, right? She said, no.

 

Therefore, I started taking a photo and registering for her child Jiamei Tao.

 

Last month, I registered and took a photo for Jiamei Tao. At last, when I asked Yumi Wang, the mother of the child, about her telephone, Yumi Wang’s uncle came. This man looked at me with the vigilant and suspicious vision and then told something to Yumi Wang in Miao language. I handed over a leaflet with assistance purpose and mode of Chinese rural baby girls to this man and briefly explained my purpose to register for this baby girl. Then, when I asked Yumi Wang’s telephone again, Yumi Wang hesitated and answered me she had no telephone. She just planned to tell me her telephone. It seemed that her uncle told her something, thus she changed her mind and didn’t trust me. She was unwilling to let me register for her child. Therefore, I said, “If you worry about it, never mind. I will not force you. What’ sore, if you trust me in next month or other time, I will register for you again.”

 

Unexpectedly, Yumi Wang looked for me to register for her child just one month later. I felt happy, because Yumi Wang could register her child as the assistance object of Chinese rural baby girls. This not only made her child get economic assistance, but also let her child feel the Christian gospel. This could intentionally or unintentionally spread trust and kindness. In the society that is lack of integrity and has numberless liars, this is exactly required by people.

On 23rd day, since I registered baby girls for the assistance program of Chinese rural baby girls in Shuijingkou Group, Songwu Village, Zhuchang, I have met with two Christian families. The first family was the baby girl Qian Yang’s grandmother—Kongying kang, a Christian. She has been baptizing for seven years. Kongying Kang said her mother-in-law was a convinced Christian. After she got married, she was affected by her mother-in-law and believed in Christianism.

 

Kongying Kang’s son—Qian Yang’s father—Xiaokui Yang got acquainted with a Henan girl Yanni Zhang as working in a garment factory. They got married and gave birth to the child. After the child was just one month, they sent the child to the native place to be raised by Xiaokui Yang’s mother—Kongying Kang, while he continued doing a part-time job in Zhejiang. After Yanni Zhang got married with Xiaokui Yang, she was affected by her mother-in-law Kongying Kang, so she was also converted to Christianism. Kongying Kang and her husband’s old house was collapsed. The current house was the simple and shabby temporary structure. The indoor display was extremely simple and crude. Kongying Kang had no special thing. Every week, she got together in a place away from her home for 2km. She said, being poor was ok, because it was temporary. The God would care for her. When I told her, we would give 100RMB to her granddaughter Qian Yang every month from the next month. It was the donation from the transoceanic Christians. She said happily, this was the care from the God. Thanks for the God and thanks for transoceanic brothers and sisters!

 

Another Christian family was not far away from Qian Yang’s home. The registered baby girl was called as Sihan Wang. Sihan Wang’s grandmother was called as Dengzhi Yang. Sihan Yang’s parents Lin Wang and Dan Luo did some businesses in the rural market to make a living. The child was raised by Dengzhi Yang. Dengzhi Yang and her husband were engaged in agriculture to make a living. Their children went out for work and did some businesses. She helped them to look after four grandsons and granddaughters. She felt extremely laborious. At that time, I joked Dengzhi Yang as the dean in a kindergarten. Dengzhi Yang was also a Christian and has been baptizing for four years.

 

Last month, I came to Shuangyan Village. I almost couldn’t walk out of Shuangyan Village. Those people who have hidden and haven’t shown their baby girls before nowadays have shown their baby girls to me for registration and taking a photo. At noon on the 23th ay, I came to Shuangyan Village. There were lots of baby girls. Some old women or young married women who carried and held their baby girls. I asked and they told me who they were. Anyway, they were not their own granddaughters or daughters. I was afraid that there was a cheat, so I didn’t register for them.

 

The country road in the Shuangyan Village was muddy and spread with pot holes. After registering two baby girls in the 13th group, I started a car and planned to return. When I backed off the car to the roadside to turn around, the vehicle slipped and couldn’t walk out of the earth. By then, a villager behind the car told me that the tire was shrunken. I got off the car. Unexpectedly, the right tire was shrunken. I had no way, but called Huanran Li to act as the assistant to pull out the jack and tire sleeve, starting to change the tire. The jack almost left the pavement, thus the vehicle slipped back. The jack was skewed and couldn’t hold the car. I hurried up to pick up a stone to plug the vehicle and then I continued using the jack. I called Huanran Li to look for a brick for insurance and then took a photo for me. When it held to sometime, the vehicle slipped back. The road was rare and slippery. In addition, there was a slope. I couldn’t do anything about it. Without my assistant Huanran Li who helped me, it was so difficult to deal with it. Several old women and middle-aged women who were waiting for me to register wanted to help me to get it done, so as to register and take photos for their baby girls.

 

We finally changed the tire in muddiness and cold wind and drove the car out of the slippery road section. It was almost 3 o’clock pm. Huanran Li and I haven’t had lunch, but people were waiting for us to register for their daughters and granddaughters. I said we would come after having a meal and repairing the tire, but they didn’t listen to us and asked us to register for them at this time. I had no way, but stopped the car to register and take photos.

 

On the way to go back to the city, the tire repair stores were busy or some of them wanted to overcharge. I didn’t repair the tire or some of them had no tire for repairing. After I went back to the city, I went to the shop that I often repaired my tires. The male’s boss was absent and only a woman stayed here. I felt relieved at her and left the tire to her, saying I would take it after repairing. Unexpectedly, I went there for three or four times. Every time, she said she repaired for five or six scars, but it couldn’t be repaired well. She said I might need to spend 600 RMB buying a new one to replace it. I thought I just used the tire for a short time, so why it couldn’t be used? I took it to another repair store. She said it only had a scar inside. I said it was left before. She just repaired a scar, and then the tire was repaired well.

 

 

Assist Baby Girls in Mountain Area

Over three months that the activity of WRIC is carried out in Feixi County, Anhui Province, it has been extended to four towns of Gaoliu, Gaodian, Gaoting and Mingchuan. On March 7th, WRIC volunteers came to Jinqiao Village, Guanting Town, which borders with Lu’an, to grant subsidies to female infants and pregnant women.

 

Jinqiao Village is located at the edge of Dabie Mountain., through which the Pihe River excavated artificially in 1950 s passes.  It is in hilly area. Jinqiao Village, with more than 2800 people, is the poorest village in Feixi County. The villagers here live disperse. When we first came here, we couldn’t find a suitable place to distribute subsidies.  So we chose village’s center, the village committee.

Because we informed them by telephone in advance, more than a dozen recipients of subsidies came here early. When they got the subsidies from our volunteers, they thought we were from the Family Planning Office of village. We explained that this was the money donated by some American non-profit organizations and benevolent people for the protection of baby girls. They told us that the Family Planning Office also has registered the data of baby girls and government would give them subsidies. But no one had received it. This made the village officers present very embarrassed.

 

There are neither good mountains nor farmlands. In order to maintain their livelihoods, most young and middle-aged people can only go out  to work and do some hard work in the city. But they cannot earn much money. Family planning officer didn’t distribute subsidies for a long time. So it is very welcome for us to pay them money. Therefore, when I proposed to look the situation of the birth of infants, she also provided information actively and introduced the relevant situations.

 

The specialist cadres told us there are nine children were born in this village, seven boys and two girls. There is a big gap between genders. The work of family planning is more and more difficult to ddo. Almost of them are pregnant when working outside.  Why are there so many boys and little girls? She didn’t know either. The situation of pregnancy cannot be accurately mastered. When we were distributing subsidies, a villager asked if we could give some subsidies to a legs-disabled woman. She had a disability certificate but could not get the disability allowance.  I immediately called a disabled friend in Hefei. He told me clearly that as long as she had a disability certificate, the government would definitely have subsidy for her. The reason why she didn’t receive it was probably that the village withheld it. I asked the specialist about it. She answered that she couldn’t receive both minimum living allowance and disability allowance.

 

Since I started the girl assistance program, I have visited many village committees. I have always been unclear about the sources of funds of village cadres for organizing tourism and drinking. The village does not belong to the first-level government departments. It should be said their funds are limited. The minimum living allowances are also allocated according to proportion of the population. Such as that disabled person, she occupies a quota of minimum living allowance. Then the village can withhold her disability allowance. In fact, she can receive disability allowance and give her minimum living allowance to another family. However, the village took her disability allowance as the funding of the village committee. In addition, I believe the government must have allocated the subsidies for families with girls. I have read the registration form, which is complete. Because the villagers are honest, they dare not ask for village cadres every day, or the cadres excuse them that the subsidies are not ready. Then it will be end with nothing.

 

Corruption of village cadres is a very serious problem in China, not only in Wukan, but also in almost all village committees throughout the country. The poorer the village, the more serious it is.
