A Frightening Forced Abortion and Homicide

WRIC: Li Yuanlong                              3/ 20/ 2012

WRIC’s volunteers Li Yuanlong heard of a very horrible and frightening forced abortion last year (Oct 2011) in the process of collecting and registering female babies assisted in Shuangshan town Dafang county, Guizhou province.

It was said that Mr. Yu and his wife had had three daughters, the older one just entered school and the youngest one was only two years old. But they are determined to have a son. After careful planning and hiding, his wife finally became pregnant last year. However, when his wife was pregnant for more than eight months, it was probably by the village branch secretary with family planning tasks or someone who was eager to report rewards, the family planning department was informed about Mr. Yu’s wife’s pregnancy. Then, Mr. Yu’s wife was caught by the wolf-like family planning officials. Mr. Yu and his wife were crying and kneeling, begging them to let go of the fetus that had moved in her stomach and would be born soon. They promised to pay the fine no matter how much it was. However, Mr. Yu’s wife was forced into the operating room.

Accompanying Mr. Yu’s wife’s crying and shouting of despair, a eighth-month fetal was aborted. The fetus was not only a boy, but crying, he was still alive! However,  the doctor threw the crying baby into a dirty bucket regardless. Mr. Yu and his wife were crying, tried to rescue their son from the dirty bucket, in spite of any punishment. Nevertheless, the family planning staff beside refused, the doctors did not help them to save the baby, and said: this baby has been damaged by drug to be aborted, and now it is in the dirt bucket, even if he lives, he is likely to have dementia in the future.

In this way, after struggling in dirty water a few times, the baby who did not see his parents, did not see a ray of sunshine, was killed by the evils, left the world tragically. Mr. Yu’s wife was greatly frenzied by the death of his long-awaited son. Later, she was in a trance all day, crying and crying. Not long before, Mr. Yu’s wife ran away. So far, almost one year has passed, no one knows where she has gone, maybe she has found her poor son in heaven. Someone said: This is a homicide, a crime, Mr. Yu and his family should sue the family planning staff!

The Cry From A Victim of Forced Abortion

Plea for help in the aftermath of a forced induced labor in Guang Shui City, Hubei Province

The following is what I experienced recently in my hometown. I have run out of all options, so I am writing to seek help from kind people!

My name is Yu Bo and I am 30 years old this year. My wife’s name is Liu Yahuan and she is 31 years old this year. Our home address (under the rural household registration) is Yinchun Village, Group 17, in Li Dian County, Guang Shui City, Hubei Province. In 1998, my household registration was transferred to Yinshan County from rural to non-rural household, but in the name only, because during this period of time I did not receive any benefits which an urban resident is entitled to, nor did I have a steady job.

My wife and I were married in January of 2007 and our daughter was born at the end of September that year. My parents didn’t seem happy due to the traditional concept of favoring boys over girls. They expressed their feelings about our daughter in the presence of my wife. To stop my parents from urging us to have another child, I applied for the “One-Child Certificate”. In September of 2009, my wife told me that she was pregnant again. My first reaction at that time was to go to a hospital to have an abortion, but my wife did not want to go. I managed to take my wife to a hospital four times for an abortion. I wasn’t successful because my wife insisted on keeping this child.

Three months later, I gave up on having an abortion as by now the fetus has taken its life form and I understood my wife’s thinking. After all, she lives in a village; villagers all share the traditional thought of having a son to take care of old parents.

In January of 2010, I moved my household registration from Yinshan County back to my original home village as an agricultural household. At this time, my wife was five months into pregnancy. My father went to the local government office to obtain a birth permit (Li Dian County seat government under Guang Shui City). The county head named Wu told my father that it was fairly difficult to get one. My father failed to secure a birth permit.

On April 30, 2010, my wife was pregnant over nine months (her due date was May 26th) and because we did not successfully obtain a birth permit the local government took her to a hospital by force to have an induced labor. Around 8 o’clock on April 30th, more than ten people led by Wu came to my house and demanded my wife to go with them for an induced labor. While they were there, I called Wu and told him that we were willing to pay for the cost imposed to our society. Wu said it had nothing to do with a fine; this is an extra birth and you must have an induced labor. After this induced labor, we’ll arrange a birth permit for you to have a second child. There is no room for discussion.

By 12 noon, my wife left the house with them. First, my wife was taken to the birth control bureau for an examination. There they were told an induced labor was out of the question since my wife was close to giving birth. The local government people then took her to a city hospital in Yinshan where doctors said they had no problem to perform an induced labor. By 6 o’clock in the afternoon, my wife was injected with drugs to induce labor which brought out a live infant by 9 o’clock on May 1st. The hospital did not clean the baby and disinfect its umbilical cord, nor did the hospital do anything to try to save the baby, unless, they said, they received permission from the government of Li Dian County. My family made strong requests to the hospital. After an hour, the doctors gave the baby some simple treatment. I returned to the hospital the second day after the baby was born, I saw my baby in great pain due to the drugs used in induced labor and fighting miserably for its life. I had never cried in my life up to this point. Seeing my baby like that, my tears were pouring down my face.

Perhaps out of sympathy for my suffering baby, I said to my mother: “the baby is suffering too much, let’s unplug the oxygen,” but I immediately regretted. The baby is alive. He is a life. He too wants to see his mother, to take a sip of his mother’s milk, and take a look at this beautiful world. That’s why he was struggling to live. I don’t have the right to take his life away. After making up my mind, I went to the hospital and demanded them to send the baby to a bigger hospital in the City of Wuhan for medical treatment. The local hospital did not object to having the baby transfer to another hospital but they did not have an ambulance to do so since the baby was in critical condition and he was placed on oxygen. I had no choice but to call Wu, the county head, for help around 11 o’clock. To my surprise, he said: “Not my business. If you want to go to a big hospital, you go on your own. I have no money to give you either.” Later, Secretary Ding from the city government came out to mediate. After three hours, by 3 o’clock in the afternoon, the hospital agreed to send an ambulance and the cost was to be paid by the local government to rescue my baby’s life. By now the infant was affected by the drugs for more than 50 hours. By the time the baby arrived in a hospital in Wuhan, his face was pale; breathing was very weak, and he was almost unconscious. The hospital examinations showed that the baby had infections in his lungs and the umbilical cord.

After almost one month of the medical treatment, the baby is presently suffering from a serious cerebral infarction; brain bleeding, regional cerebral atrophy, and cardiac hypoplasia; his life vital signs are basically stable. The doctors said the drugs used in the induced labor were likely to have side effects on the child, which will affect the quality of his life (the drugs used to induce labor were high concentration ethanol along with other toxic substances which were injected directly into the infant brain to stop its breathing and blood circulation).

As of today, the child is still in the hospital under treatment.

Right now, what I want to understand most is whether our society today is a society of legal system, a humanized society, a harmonious society. Such thing should not have happened. The fact that we had a child out of the family planning policy should have nothing to do with the child. There is no need to destroy a young life that was about to come to this world. You can impose a fine on us. If that’s not enough, you can send us to jail, give us a sentence, but why using such a brutal means by injecting drugs into an infant brain? Why using poison to harm an innocent life? When the baby was born, his entire body was in the color of purple and green and he was constantly shaking, crying, visibly in great pain. When we saw him in such a condition, my whole family was crushed spiritually. Our hope for life was crushed. I could not believe this was something happened in our so-called harmonious society, in our 21st century humanized society.

So far I have not met with our “parental authorities”. The local government chose to delay the matter, never took the initiative to solve the problem. I remember many tragic incidents occurred on school campuses not long ago. Then, Premier Wen Jiabao said the local governments should actively solve and mediate the problems and disputes to build a harmonious society. But now I felt helpless. I don’t know how to protect my own rights. When I went to the government, they delayed the matter; when I sought out a lawyer to file a lawsuit, the lawyer said this kind of cases were not likely to win; when I looked for a reporter to give an interview, the government threatened to arrest people, so the reporter felt useless. If I posted something on Internet, the words were deleted in a few days.

Alright, I had violated the family planning policy, but I’ve been actively supporting the governmental work. How shall I deal with all the problems later on? If the child has side effects, how shall I pay for the huge medical bills in the future? As for the local government for their method of carrying out the policy and the hospital that performed the induced labor, do they have any direct responsibility for what had happened? In other words, how shall I protect my own rights? Many thanks! My phone number is 13670255300.

Today Wuhan Children’s Hospital notified me to go and get the hospital release paper for my child. I am really confused. On May 26th the medical examinations revealed that my child had regional cerebral atrophy, brain bleeding, and cardiac problems. The doctors said then that most optimistically the child would leave the hospital in 7 to 10 days. So why suddenly today we were told the child was discharged from the hospital?

I solemnly declare the above-mentioned information was all true and I will hold all the legal responsibilities to the above-mentioned documents.

Comments:

In the above article, the couple has the quota to have a second child, except that the child came to the world ahead of the time. When the child was due to be born only in ten plus days, the government demanded the couple to go for an induced labor and then obtain the birth permit to have a second child. This demand was in fact to command the couple to kill the infant who was about to come to this world, then to obtain a birth permit. What a ridiculous and bloody cruel thing! Where on earth is there a government to do such a brutal thing? How horrible a government of tyranny and dictatorship could be! Such a government is like a horrible machine, humans cannot have a dialogue with this machine. Even gynecological doctors have become a part of this horrible machine of dictatorship.

All gynecological doctors in hospitals, during induced labor surgeries for multiple-month-old fetus, always target the head of the fetus as precisely as possible, then with one needle into the fetus’s head, the toxic substances for induced labor is injected into the head, to secure the death of the fetus. If the infant happens to survive the induced labor by chance, doctors will try every means to kill the infant in the delivery room, and then throw the dean infant into a trash can.

When a citizen of a country is dragged into an abortion like an animal, this country has absolutely no human rights to speak to; the citizens of this country can be regarded as the most pitiful citizens of this world. I found myself in despair again and again. What shall we think of the evil criminal act this country conducted for the past several decades? This is a country with no conscience. Basically the officials of this country are all evil spirit that force people for an abortion, especially force people to have an induced labor for a nine-month-old fetus (in fact, an infant). Such act cannot be seen in any other countries. Even Hitler, Bin Laden, Saddam, and Kim Jong Il, these terrorist groups did not commit such inhumane brutality.

To those animal-like governmental officials who forced people for abortion, if you are not punished in this evil and criminal country, you are surely going to hell after death. This is your retribution! Don’t think that there is no retribution. The time will come to you for your sins. God will punish you. God will give retribution for your sins! You will be condemned to hell without redemption. I wish you all go to hell soon so as to keep harms away from the people of this world!

Will China’s Two-Child Policy Improve Women’s Rights in China?

Translator: Jennifer Yuan          11-15-2015

A few words from the Chinese Communist Party (CCP) during the 5th plenary session of its 18th Central Committee brought massive suffering to the people of China, infiltrating their psychology and body. In the recent 40 years, the Party implemented a stringent One-child Policy, controlling the wombs of a total of two generations of women, and controlling the reproductive systems of two generations of strong young men. In order to get a second child, couples were almost tortured to the point of death by the various cruel punishments imposed by the Birth Planning officials. Cases in which houses were demolished and actual deaths occurred were not rare. The extent, duration and depth of the turmoil were a “historic creation” of the CCP, found in no other place in the world. Now, hearing the phrase “Allowing Two Children”, women who have endured forced abortions are still crying endlessly, tears dampening their collars and clothes. Their sadness is heartfelt.

Yet,  to the farmers who make up the majority of the Chinese population and ethnic minorities, this new policy doesn’t seem too relevant. They are not really beneficiaries, since most villages and ethnic minority regions already have a policy for households with two girls that permit a second child. What peasants fear the most are that their wives with “illegal births” are dragged like a pig to undergo forced abortion, and that harsh fines are imposed. These policies currently remain in place, and have no signs of loosening up. Peasants have to face these situations everyday: pregnant out-of-wedlock, fined! Pregnant after unregistered marriages, fined! Inadequate time between the first and second pregnancy or births, fined for not following
regulations! Unplanned pregnancy or births, fined! Not going for operations for Intra-uterine devices (IUDs) or vasectomies as required, fined! Shielding people with “over-quota” births, arrested and fined! Peasants who cannot afford the “Social Childcare Fees” or cannot pay it in installments have to pay additional overdue fees and high interests. All in all, fines are given numerous labels, and a large number of migrant workers have to send their hard-earned money from work in the cities back home to pay these fines or interests. Living under such an “iron-fist” policy, powerless farmers of course are not happy about any surprises, and feel that they have nothing to be grateful for.

Two years ago, after the launch of the CCP’s “Two-child Policy” for families with an only child,  the National Health and Family Planning Commission’s data claimed that there were a total of 11 million eligible couples. However, only less than 10% went to register. One year later, only 241,300 couples that registered were approved by the government i.e. 5% of eligible applicants (Source: http://www.chinanews.com/gn/2014/07-11 /6374093.shtml). This Two-child Policy is not embraced by the city dwellers because even if they can afford to give birth to a second child, they cannot afford the cost of raising the child. Expensive fees for daycare and education etc. make parents who want a second child fear the prospects. The government overemphasized the numbers and has already been proven to be wrong. Chinese scholars basically agree on the same point: the trend of age disparity is inevitable; A serious imbalance in the ratio between men and women. even if a Two-child Policy is launched, will take about 100 years for the demographic to return to a reasonable condition. After studying population issues for many years, Mr. Yi Fuxian pointed out that in the 1960s of the last century, Singapore, Taiwan, Korea advocated  only two children. Along with economic development, rapid fertility declined  from a high level of 5.0 or more, and later pro- state policies have been, but did not appear compensatory baby boom, the fertility rate hovering at low levels of around 1.1. China from the beginning of the last century, 1980 times uses to pilot  the “two-child program” in the rural areas of Yicheng Shanxi, Jiuquan Gansu, Chengde Hebei, Enshi Hubei and affects more than 8 million people, but the fertility rates are all below 1.6. Changyang and Wufeng County in Hubei and The production and construction corps of Xinjiang, the same as before with the national implementation of the onechild policy, then let go after two births, they are not found in compensatory baby boom and fertility rebound. But once completely abolished  the family planning policy, a series of serious social problems will be breaking out. It  is likely to directly shake the CCP’s rule. Therefore, the CCP’s state policy will not change.
To the politicians who treat social stability as their top priority, fully launching a Twochild Policy won’t lead to a population explosion, and basically won’t change the social structure. It won’t bring sudden pressure on the political and economic level of the society, and won’t drastically reduce the revenue of the provinces from birth planning fines. The more than 100 million full-time and part-time birth planning officials will also not lose their jobs, and the relevant departments will not be affected. A huge amount of fines continue to come from villages, as farmers are the main “contributors” of this source of government revenue. The livelihood of birth planning officials remain as sturdy as iron; they are still the most “important”, largest and strongest civilian force from the grassroots level, stabilizing the rule of the CCP. To put it simple, this new policy will not affect the foundation of the rule of the CCP.      Since the early 1980s, medical records and data related to birth planning have been successively classified as top state secret. Birth Planning fines collected within these 40 years have continued to be a huge mystery: the government has never publicized or traced the sources of the large amount of fines, and no auditing agency has the right to publicize the relevant financial reports. President Xi’s harsh anti-corruption campaigns these 2 years have not caught any of the “tigers” that embezzled birth planning fines and exposed them to the public through the news. In 2013, a joint petition from 14 female lawyers demanding provincial birth planning agencies to publicize the total amounts of their birth planning fines sparked off debate and support from the citizens.  22 of the 30 provinces unofficially disclosed the amount: the total
revenue created from the fines was RMB 16.8 billion, but there was no official financial report, and where the money was spent was not mentioned. The secret operations of the birth planning treasury did not lead to concern from the “Anti-corruption Leadership Groups” of any level. The Chinese media has also remained silent since birth planning information has always been classified as state secret. Merely touching upon it could lead to charges of disclosing state secrets and harsh sentences of imprisonment.
More importantly, officials that have the authority to use birth planning fines are also those who most understand the birth planning policy and how its various implementation methods have cruelly impacted civilians. Some atrocities include: secretly conducting large-scale human experiments for numerous birth control pills and tools, and the data of the resulting levels of damage inflicted on the women’s bodies. This group of officials not only participated in carrying out secret orders of birth planning, they also have on their hands a large amount of highly classified information and data. More than 20 ministry and commission representatives of the State Council are responsible for policies and matters relevant to birth planning and take orders from the Family Planning Committee on their work. In 2013, the National Health Bureau was combined with the Family Planning Committee and became the National Health and Family Planning Commission. The Head of the National Health and Family Planning Commission directly oversees the new commission, which is a merge of the two major systems in China. This demonstrates how powerful the Family Planning Committee has become. Screenshot_4According to Article 10 of the “Measures for Administration of Collection of Social Maintenance Fees” issued by the State Council, the social maintenance fees with relevant surcharge fines shall all be turned over to the State Treasury and integrated into the local budget administration in accordance with the rules laid down by the finance department of the State Council. Every year, provincial and municipal birth planning departments have to send all the fines reaped from the people to the Central government after deducting adequate administrative and event expenses. The Central government does not have to spend a penny for the cost of obtaining a continuous and endless source of money. Gradually, the local birth planning offices become like geese that lay golden eggs: no leader in the CCP dared touch this income source, not to mention trying to sever ties with it.
Xi’s anti-corruption campaigns the last 2 years infiltrated and punished corrupt officials of various levels and classes from different fields in the Central government and local departments, but the birth planning system remains completely untouched. The petition of numerous female lawyers have no legal impact. Provinces that did not disclose the amount generated by fines not only were not punished, they were not even scolded. This shows that the enormous revenue from birth planning fines will continue to be protected by national policy and party regulations, and the people of China, especially the farmers that constitute the majority population, will continue to be overburdened by fines they cannot afford for. The highest authorities of the CCP and the top birth planning officials of different levels from different eras  have followed an “interactive” model for decades: regulations are drafted by Central government and decentralization of power, local government extract money from the people and  return the revenue back to the Association of China under the Commission, receive funds from the primary budget of the state. The work expenses of the Family Planning Associations on the provincial, municipal, county, district, township and town levels are counted towards the town’s birth planning budget. The Family Planning Associations have a total of 94 million full-time and parttime workers, plus over 50.87 million workers who are under the birth planning system in various departments, units and village groups (statistics from the CCP’s official website People’s Daily Online, Mar.1, 2010), amounting to a total of 150 million people working for birth planning departments. The county and township level departments in Biji City, Guizhou Province recruited 4,600 workers at a single event in 2012 for “special posts” in birth planning (new titles).

Screenshot_5These “grassroots level” workers paid by the government know the details of every street, every village unit and every household like the back of their own hand. They monitor, contact and manage all families and households under the guise of handling birth planning matters, and report conditions to their superiors. These birth planning workers in “special posts” will be of great use if thoughts or plans for protests, demonstrations or even violent riots are uncovered. This, plus the CCP’s tens of millions of members and the traditional household registration system and residential committees formed since it established its rule, captures all activities of the people, making them unable to escape from the watchful eyes of the Central Government.
Since the 1989 Tiananmen Massacre, riots broke out in many provinces, cities, counties, districts, townships and towns in China, but the longest one lasted only a few days, and the shortest a few hours before vanishing into thin air. The only movement that sustained longer was that of the overseas Chinese community in Wukan Village, Guangdong, which took place during the late years of the Hu era. It lasted about 20 days, then was silenced. Wukan is still in the same state. No group protests have been able to expand to other places and develop. The enormous web constructed by the CCP over the decades firmly captures the body (including women’s wombs) and the spirit (including individual minds) of the Chinese people. In fact, the birth planning agencies of the various administrative regions have already become the grassroots networks used by the CCP to stabilize their rule. It is not hard to see how enormous the “reservoir” formed by birth planning agencies has become, how deep the water has sunk and how many secrets have been buried inside, creating a reality that no one dares to touch upon.
The Two-Child Policy’s minor benefits will win over some victims, especially those who have long endured the oppression and have developed Stockholm Syndrome.  Also mixed into the bag will be the extremely grateful victims who consider the policy an act of almost royal graciousness. They will stand by those who’ve harmed them, and look upon the government’s tyranny as a matter of course. They will have forgotten that reproductive freedom is a basic human right, a basic dignity, in which neither political parties nor family members have the right to interfere. The past 40 years of bloody repression, terror, and propaganda brainwashing have conveyed the message that to defy the will of the government is to suffer physical punishment, monetary penalties, loss of social status, and an ever-increasing fear of the shadows. In the eyes of the PRC, the people are simply reproductive machines. The people do not get any added security from family planning, nor will they receive any benefits from having a second child or refraining from it. The government only wants to limit the output in this system they’ve built.
It is time for Chinese women to shout: our womb belongs to us; the party has no right to control or manage it! The decision to give birth is for the women and their partners to make, not the Party!

China’s One Child Policy: Two Cases

Author: WRIC Jing Zhang                               6-15-2012

(Forward from American the Spectator )

During these last few weeks, media reports about Chen Guangcheng’s arrival in New York and China’s brutal one-child policy continue to raise awareness in the United States about a real war on women. China’s one-child policy is supported by the UN and is sponsored by U.S. tax dollars through UNFPA. In an election year, we need to educate our elected officials and American citizens about why this real war against women must end. Consider these two cases.

Cao Ruyi Returns Home After Five-Day Detention, Still Ordered to Undergo Abortion

After several days of domestic and international media and public pressure, Cao Ruyi, a pregnant woman who had been detained for five days by Hongshan District, Changsha Family Planning Commission, was allowed to return home. However, China’s government continues to be a threat to forcibly terminate her pregnancy.

Around 9 o’clock on June 10, after performing an ultrasound exam on Cao Ruyi in the Hunan Province Women and Children’s Hospital, Family Planning officials planned to detain her at the Changsha County Women and Children’s Hospital. Despite heavy coercion, Cao resisted, and remained determined to let her child live. Family Planning officials brought her to one of three permanently rented rooms in the Beifu Hotel. They forced her to sign the Order to Terminate Pregnancy within Set Time, with the stipulation that she must have an abortion before October 16. Past that date, she would be subject to the fine of the “end of pregnancy collateral.” Cao signed the document solely because of her utter exhaustion. She returned home at noon accompanied by a cousin and a WRIC volunteer.

Cao Ruyi told the WRIC volunteer that the “collateral” was set by the Family Planning Commission at between 2,000 to 10,000 yuan. The fine imposed on her was 10,000 yuan, just for the pregnancy. If she did not pay the fine in time, the birth of the child would mean fines of over 100,000 yuan. Cao was determined to have the child. Cao was unemployed. Her husband had to support the whole family including Cao’s mother-in-law. The financial situation of the family was difficult. Paying the fines would be impossible.

Sadder yet is that WRIC has received information that Cao Ruyi has been quietly threatened by a local Family Planning officer, Yan Zhang, who told Cao that she has “friends in the military.” Cao and her family are living in fear of what acts of revenge the government may take against them. They are also worried about the prenatal and perinatal care that may or may not be available.

WRIC has found a place where Cao and her husband can live in safety from government officials until her child is born. She remains in hiding with her husband. If her husband were not in hiding, government officials would likely capture him and torture him until he agreed to help get his wife aborted.

Feng Jianmei Forcibly Aborted at Seven Months

Feng Jinmei was 7 months pregnant with her second daughter. Because Feng Jinmei is poor and her family is unable to pay the fine of 40,000 yuan that was imposed on her, Family Planning officials forcibly aborted Jianmei. On June 2, while her husband, Deng Jiyuan, was at work, Feng Jinmei fought against Family Planning officials as they tried to force her into a car. She was beaten and dragged into the vehicle, and forcibly admitted into a hospital where labor was induced. The body of her aborted daughter was savagely left next to her on her bed.

Government officials in China remain outraged that stories and photos of this case have been released to the public, but families in China are all too familiar with the cruelties that precede and follow many abortions in China.

Feng Jinmei remains under medical treatment in Ankang City, Zhenpin County, Zengjia Town, Yupin village. Her husband remains tormented because his family’s life has been shattered.

China’s Procurator officials went to the home of Deng Jiyuan to demand answers about how the photo was made available to the media, and to forbid them to speak to the media.

Crimes Against Humanity

Women in China have no reproductive rights. No permit, no pregnancy. There is no right for women to give birth. Those are the rules. Many Americans believe that those involved in should be prosecuted crimes against humanity.

Unlike Vice President Biden, we all need to second guess China’s one-child policy, especially since China has no plans to end this policy for at least another generation. Aside from the personal human suffering each aborted woman must endure, Americans need to know about the suffering that exists for the spouses and parents and most families in China who can no longer have brothers and sisters and will never be aunts and uncles.

As Americans, we need to appeal to our President and to all of the Members of Congress, especially during this election year, to condemn forced abortion, forced sterilization, and coerced family planning in China. We need to appeal to American taxpayers to stop funding UNFPA with millions and millions of U.S. dollars that sponsor these programs.

The Double Persecution of Gu Guangyan: The Travails of a Chinese Woman Who Gave Birth to A Girl

By WRIC Volunteer Li Yanglong
Gu’s husband wanted a son. He already had two daughters. He asked his wife to try one more time, illegally, to bear a son.  She was determined to give the family a boy who could carry the family name forward.
Gu’s first daughter was six, the second one four and half. As Gu related to WRIC fieldworkers during an interview late in her pregnancy, her in-laws already despised her because of the two daughters. When Gu went for her ultrasound accompanied by her husband, she found that the couple in line before their own appointment had aborted their 5 month old baby because she was a girl. There, it was revealed that Gu was carrying a girl.  Gu’s husband was more understanding then. He didn’t show visible displeasure or force her to have an abortion like the other couple.
Immediately following the ultrasound exam, Gu’s mother-in-law demanded that she have an abortion. Despite Gu’s pleas, the in-laws forced her out of the family dwelling and disowned her in public. Pregnant and without options, Gu returned to her parents Gu’s mother, perhaps to save some face for future reconciliation, defended her mother-in-law to WRIC volunteers somewhat, and explained that her husband’s family was also very poor. They discriminated against girls but didn’t kick her out.
WRIC Volunteer Li Yanglong visited Gu’s family. Aug,2010 (Photos: WRIC)
As WRIC volunteers’ s photos and videos showed, Gu’s living condition at her parents’ place was makeshift. She had little bedding and almost no furniture. The house was already damp and dark. To avoid any passerby’s seeing her and informing authorities, the curtains were drawn all day. When it rained, the water streamed from the roof along several walls to form puddles in the corners of the floor. She had lived in this almost total darkness for several months. All activity in such cramped space turned her life into a jail sentence. Her husband had never visited since her move. Nor did he send any food or supplies. All of Gu’s needs fell therefore on her mother. Gu counted herself lucky that during this pregnancy she never had any serious illness that would require hospitalization. Otherwise, she said, it would be either dying in her tiny prison or getting dragged by government officers from the local Birth Control Office for an abortion. At this point of the interview with WRIC, Gu broke down to tears.
WRIC volunteers asked Gu if she had enough supplies for the baby such as clothing and formulas. She said that since conditions were bad and resources few, there wouldn’t be too much special preparation. The clothes of the two older ones were still around, just needed a wash. As for food, she would have to make do with what her family had. Gu’s mother added, however, that difficult as it was financially, the family would at least buy a chicken to supplement her diet.
Gu’s family lived close to the local Birth Planning Office. She could not risk hospital prenatal exams and lived in fear that any moment she would be arrested by government agents for a forced abortion. Neither was there enough money to hide out in another city. WRIC volunteers discussed with her other options farther away from the Birth Control Office and relatively safer.
We concluded that the most secure option that ensured a successful birth was to move around and only rush to the hospital in a hired car at the last moment. Several years ago, some doctors without moral scruples would sell out expectant women to agents for money. This behavior had diminished somewhat lately due to the government’s “Stability above all else” policy (forced abortions and heavy fines had touched off mass riots in several provinces). Perversely, the government Birth Control Bureaus actually benefit from “illegal” births since they could impose heavy fines at will. However, constant shifting of address was still an essential strategy to avoid extremely late forced abortions just in case.

Gu’s pregnancy continued after the interview. On September 7th, she gave birth to a healthy girl. Two days later,  WRIC volunteers visited Haizijie again. By this time Gu had moved to her uncle’s house with better safety and living conditions. The baby weighed eight pounds and had already been named Yao Siqi. Gu and her husband, who was present at this interview, had decided that after the third daughter, they did not plan on having any more children and would instead devote all their energy to their three daughters.
Gu’s husband related that on List 18th, Haizijie Birth Control Office fined him 4000 yuan. At first, the agents threatened him with 10,000 yuan a day in fines if Gu did not submit to an abortion procedure in three days. After his persistent pleading and bargaining, with some favors called in by friends and relatives, the temporary reprieve only cost 4000. But the receipt required Gu to present herself at the Birth Control Station on List 20th for a tube ligation operation (in the ninth month of her pregnancy!) or else suffer the consequences by themselves.
While they were happy with the arrival of their new born baby, the government’s “or else” on a procedure with which they could not possibly comply made Gu and her husband shudder. Looking ahead, “maneuvering” with the Birth Control bureaucracy loomed more difficult and much more menacing than the challenge of raising their three children.
WRIC volunteers delivered some emergency aid and expressed our commitment to advocate for Gu’s behalf.

In September, Gu Guangyan gave birth to a baby girl. WRIC workers visit her and congratulate her for this blessing from the Lord. Gu Guangyan’s new baby will face traditional prejudice and discrimination from her husband’s family in addition to governmental punishment. She was grateful to WRIC assistance, without which, she says, she doesn’t know how to face the future. (photo by WRIC)

Hubei Forced Abortion Case in 2010

Plea for help in the aftermath of a forced induced labor in Guang Shui City, Hubei Province

Written by a victim

(Why it has to be this way?) By 12 noon, my wife left the house with them.

Comments
