WRIC                                                                           22-09-2023

The 2023 high-level general debate of the United Nations General Assembly lasted from September 19 to 23 and ended on September 26. Heads of state, heads of government and ministers gathered for a high-level general debate on the theme “Rebuilding trust and revitalizing unity: stepping up action to implement the 2030 Agenda and its sustainable development goals to promote peace and prosperity for all , progress and sustainability.” During the meeting on the 22nd, a group of women’s rights in China organization members from the New York NGO organization, together with various countries and groups, expressed their demands in front of the United Nations Headquarters in New York. On the China issue, those who follow the movement to express their demands mainly include Uyghurs who protest against the CCP’s genocide and Falun Gong practitioners who protest against the CCP’s inhumane suppression.

Older Li Qing, Yang Shisong, Zhang Yan, Xiao Li Qing, Li Chengsong and other people held up various banners and slogans, including the “Iron Girl” with a chain around her neck and the UN UNESCO Special Envoy for Girls’ Education. Re:       Save Millions of Tortured Sex Slaves in China

Date:    March 8th, 2022

Dear Respected UNESCO, UN Women and UNICEF:

We are writing to urge you to pay close attention to the millions of tortured sex slaves in China, intervene and investigate the horrible anti-human crimes that the Chinese government has committed against millions of Chinese women/girls, and demand the Chinese government (the CCP) stop such crimes and protect the disadvantaged women and children, and give them back their basic human rights and the dignity as a human being.

The “Chained woman” in Xuzhou, Jiangsu, exposed two months ago, and the “iron-caged woman” in Yulin, Shaanxi, exposed a few days ago, have detonated the online world due to their extremely inhumane and tragic encounters, and caused widespread concern and anger in China and the whole world. Actually, this is just a tip of the iceberg. There are hundreds of thousands of women (girls) who are abducted/kidnapped and trafficked in the CCP’s mainland China every year. In addition to the general loss of conscience and corruption of people’s hearts under the CCP’s evil ruling, there are also systemically institutional causes for such tragedy: the corruption of the ruling power, law enforcement officers’ involvement in crimes and becoming the umbrella of the criminals, and the general promiscuity of the CCP officials at all levels, which has contributed to the birth of the industry of “supply of extramarital sex demand”. For example, the iron-chained woman was originally a beautiful virgin used by the secretary and mayor of Feng County in Xuzhou to sexually bribe their upper officials. After being used, she was sold to a poor man as a sex slave. These women live a life of being constantly raped and group-raped, turned into reproductive machines, tortured, beaten, abused, chained/caged and even treated as mentally ill…… Many are even tortured to death.

When the iron-chained woman case was first exposed, the local government tried its best to cover up and deny it. Later, amid the news was hit more than 20 billion times on the world network, and the widespread angry roaring for accountability, the county, city and even the provincial government had to conduct a “comprehensive” and “in-depth” investigation, and published five investigation reports, which are all to “call the deer as a horse”, to cover previous lies with a new lie, and to diminish the facts and crimes. This once again fully reflects the CCP’s customary evil tactics: suppressing the media, deleting posts, tracing and suppressing those who expose the truth, and centrally disposing (or even “eliminating”) these “Chained women” to prevent further exposure, and punishing several scapegoats; instead of allowing the exposure of facts, thoroughly investigating the truth, prosecuting all the criminals, examining the institutional root causes, and improving the implementation of the law.

Although we are fortunate enough to flee China and avoid such an inhuman fate, we are very worried that our fellow Chinese there, including our loved ones, such as wives, mothers, daughters or sisters. Since they may be kidnapped and trafficked, forced to marry, raped and gang-raped, chained, locked in a dungeon… Her dreams, happiness and even dignity will be brutally destroyed, and finally she will become the “Chained woman” whose life is inferior to an animal.

Today, March 8th, is International Women’s Day, and March is also the Women’s History Month in the United States. Supposedly, it should be a day when all women in the world happily celebrate their festival. But we cannot help crying sadly in the lieu of at least 10 million women and children in China suffering from the same inhumane lives as the “Chained woman” in the past several decades. Therefore, on this special day of International Women’s Day on March 8, we, the overseas Chinese, raise the following two requests to the UNESCO, UN Women and UNICEF:

  1. To intervene and demand the Chinese government thoroughly investigate the actual situation of the trafficked women in China, such as the “Iron-Chained Woman” and “Iron-Caged Woman”, who shocked the entire world, and prosecute all the criminals in such a chain of interest for their criminal and civil liabilities; to demand the Chinese government find out the truth, scale and systemically institutional problems associated with the trafficking, abuse, and violence of women and children; to demand the Chinese government establish and improve the law enforcement system to prevent trafficking and abusing of women and children.
  2. In view of the fact that numerous women and children in China have been trafficked and abused, and at least hundreds of thousands of Southeast Asian women have been trafficked to China, and there are at least 80 million left-behind Chinese children in the rural areas who lack care and cannot go to school normally, and Ms. Peng, Liyuan, “the special envoy for women and children’s education”, has done nothing to help the suffered women and children for many years, we strongly urge the UN to remove Peng, Liyuan from the honorary position of “Special Envoy for the Promotion of Women and Children’s Education”! She has failed this title!

We look forward to the UN’s response to our appeal as we are continuing our fight for the justice for our miserable and enslaved sisters in China!

Groups Rallied at the UN to Call for Revoke Peng Liyuan’s Status as “Special Envoy”

WRIC Report/Photos                                             03-08-2023

Front of the gate of the United Nations Headquarters in New York to demonstrate two demands, that is, to call for international attention to the incident of the “Chained woman” and the “Special Envoy” title of the Peng Liyuan. Groups participating in the demonstration include Women’s Rights in China, Christian Alliance for Righteousness, Church of Rock New York, Humanitarian China, China Reborn, China Democracy Party, the China Federal Party, and the Chinese Democracy and Human Rights Alliance. Representatives of each organization made statements. Zhang Jing, president of Women’s Rights in China has gave a speech and was entrusted to read Mr. Wang Dan’s speech.

The “Chained woman” in Xuzhou, Jiangsu, which was exposed two months ago along with the “Iron Cage Girl” in Yulin, Shaanxi, a few days ago, detonated the Internet world because of their extremely tragic experiences. Shocked and angry reactions blew up. In fact, this is just the tip of the iceberg. There are more than hundreds of thousands of women (girls) who are bought, sold, kidnapped, and raped in mainland China every year to which those are a common event. Because in addition to the general loss of conscience and corrupt hearts under the CCP’s rule, there are also institutional problems such as corruption in the public security bureau, law enforcement officers participating in crimes and becoming the umbrella for criminals, the pro CCP officials, from large to small, contribute to the “supply” of extramarital sex demand. The process is no different from an assembly line that handles humans. For example, Xuzhou was originally a beautiful virgin who was used by the secretary and county magistrate of Xuzhou Feng County to sexually bribe the mayor above. These women have been raped and gang-raped all their lives, turned into reproductive machines, tortured, sexually abused, chained, locked in iron cages, pits, and pigpens, and spent their lives as mental patients. The ones that are deemed to be useless are murdered.

When the case of the “Chained woman” came to light, the local government tried its best to cover up and deny it. Later, the Internet around the world clicked on it more than 20 billion times. Amid the widespread clamor for accountability, the county, city, and even provincial governments had to conduct “comprehensive” and “in-depth” investigations and published five investigation reports. But they all point at a deer as if it was a horse, refurbish lies, and cover up mistakes. This once again fully demonstrates the usual methods of the CCP: Suppressing the media, deleting the posts, tracking down and suppressing those who revealed the truth, and centralizing these “Chained Women” and “Iron Caged Women” (or even make them disappear) to prevent them from being exposed again; They sacrificed pawns to save rooks, deal with a few small officials, etc.; instead of allowing the facts to be exposed, thoroughly investigating the truth, investigating the criminal and civil responsibilities of criminals, examining the root causes of the system, and improving the operation of public power.

Although we were fortunate enough to leave mainland China to avoid such an inhuman fate, we still worry about our compatriots in China, including our loved ones in China, such as wives, mothers, daughters or sisters, lest they be knocked down when they are kidnapped, raped, and transported to some backcountry where they were forced to marry, raped and gang-raped, chained, and locked in a dungeon… Their dreams, happiness, and even dignity were brutally destroyed, and they would end up as a “Chained woman” or “Iron Cage Girl”.

Two letters were mailed to UNESCO, one was an open letter signed by 410 people, with a single petition, urging UNESCO to revoke Peng Liyuan’s Special Envoy status and to Promote Girls’ and Women’s Education; The statement of the demonstration in front of the gate, in addition to demanding that Peng Liyuan’s UN special envoy title be revoked, also called on the international community to pay attention to the incident of the chained woman in China, urge the Chinese government to truly and effectively combat human trafficking, thoroughly investigate the truth of the chained woman case, and deal with it seriously. All criminals involved in the case should be charged and they must compensate for the lifelong sufferings of the Chained Girl, Iron Cage Girl, and Cave Girl.

Two letters were sent to the UNESCO.

UN Expert: Chinese Government Needs “Genuine Accountability”

Source: UN

Philip Alston, the UN Special Rapporteur on extreme poverty and human rights, released a statement today in Beijing saying that while China’s achievements in alleviating extreme poverty in recent years have been “extraordinary,” that progress has been accompanied by “very high levels of inequality,” a “very weak . . . legislative framework for recognizing economic and social rights,” and “a carefully designed law and order Pincer Movement . . .  to significantly reduce the options for seeking redress or letting off steam through any legal or administrative mechanisms.”

Alston’s statement came at the end of his nine-day fact-finding mission to China (August 15-23), his first official visit to the country to assess the effectiveness of efforts by the Chinese government to eradicate poverty and “how such efforts are anchored in its international human rights obligations.”

Alston stresses that the elimination of extreme poverty cannot be achieved if states treat economic and social rights as mere aspirational or development goals rather than as human rights. He also advocates that a robust framework for insuring the respect and protection of those rights must include three key components: recognition of those rights in domestic law, institutional support for their promotion, and accountability mechanisms for their implementation. Alston identifies major weaknesses in the Chinese system in all three aspects, particularly in government accountability, citing political interference in the courts—by the Party’s Political and Legal Affairs Committees, Zhengfawei—as a major obstacle to the independence of the judiciary, and leaving “little room for optimism.”

In addition to structural and systemic weaknesses, Alston describes what he sees as a “Pincer Movement” in recent developments that combines law and police power to suppress civil society participation and reduce the means for citizens to hold officials accountable for rights violations. These developments include the crackdowns on human rights lawyers and labor lawyers which, in Alston’s view, have “made it difficult for lawyers to be other than governmental facilitators.” In addition, the Law on the Management of Foreign Non-Governmental Organizations’ Activities within Mainland China will, when it comes into force in 2017, subject domestic and foreign NGOs to severe restrictions as well as criminal sanctions in the name of “national interests” or “society’s interests”—phrases that Alston deems “problematically open-ended and discretionary.”

The suppression of civil social participation “will generate increasing pressure for mass protests, which are generally met with repressive measures,” Alston warns. “The challenge therefore is to develop mechanisms which enable genuine accountability to be sought by private citizens alleging violations of their rights.”

In his statement, Alston noted substantive impediments to an accurate assessment about extreme poverty caused by the unreliability and unavailability of certain official data. Logistics also presented problems for his mission. In interviews with the media, Alston voiced concerns about official restrictions on his ability to meet with private individuals. He told Reuters that he had notified the government in advance of academics he wanted to meet, but that “[n]one of these meetings were arranged, and the message I got from many of the people I contacted was that they had been advised that they should be on vacation at this time.”

Such official restrictions violate the terms of reference set out in UN protocols for country visits by special rapporteurs on fact-finding missions. In particular, certain guarantees and facilities should be provided by host governments, including “freedom of inquiry, in particular as regards . . . contacts with representatives of non-governmental organizations, other private institutions and the media [and] confidential and unsupervised contact with witnesses and other private persons, including persons deprived of their liberty, considered necessary to fulfil the mandate of the special rapporteur.”

The initial request for a fact-finding visit was made by a previous mandate holder back in 2005. The Chinese government took 11 years to agree to the visit. It is one of only three visits by UN experts allowed by China since 2010. There are currently 12 outstanding requests for visits by other UN experts.

Alston is scheduled to submit his final report to the UN in June 2017.

Xi Appears at UN Women’s Conference WRIC: Shameless

Live Coverage by WRIC Volunteer Yujun Zhang on Sept. 28, 2015

1-2

Since becoming President of China, Xi Jinping has cruelly oppressed NGOs, including feminist organizations. A large number of NGO offices have been “investigated” and have lost documents due to confiscation. Many were closed down. A group of feminists, including The Five Sisters, have been unlawfully detained. Female journalist Gao Yu, who is already 70 years old, was also given a charge and put into jail. She was prohibited to seek medical attention outside, an inhumane act considering her serious illness and old age. Su Chanlan, volunteer of Women’s Rights in China (WRIC), just helped Chinese women and children and took part in anti-trafficking activities, but was arrested for “subverting state power” and imprisoned. Many rights-defending lawyers and staff, including female attorney Wang Yu, faced unprecedented oppression, and was hauled into jail one after another.

Xi Jinping’s disrespect for women has reached a “peak”. In 2013, he gave a new guideline for the All-women’s Federation, demanding it to serve the Party: women should actively take on the responsibility for sustaining “family morals” and harmony, not mentioning a word on Chinese women’s effort in fighting for equality and status in the past hundred years.

From the recent acts of Xi’s government, we can see that feminism will not undergo true development in his era. Instead, it will regress to a hundred years in time.

US president candidate Hilary Clinton wrote on her official twitter page: Xi hosting a meeting on women’s rights at the UN while persecuting feminists? Shameless.”

Xi’s speech at the UN was “cold inside and hot outside”: there were only a few people in the audience, while the protests outside were heated. WRIC joined the protest, pointing out that Xi was a hyprocrite.

Letter to UN Women from the Defense Attorneys for the Feminist Five

By Defense Attorneys for the Feminist Five in China                                                  Sept 23, 2015

The Honorable UN Secretary-General Ban Ki-moon, and the Executive Director of UN Women Phumzile Mlambo-Ngcuka,

We are a group of Chinese human rights lawyers, who are also the defense attorneys for the five young Chinese feminist activists detained by the police in March, 2015 (Wei Tingting, Zheng Churan, Wu Rongrong, Li Tingting and Wang Man). On the eve of the 2015 International Women’s Day, they were detained by the police authorities under the allegation of “Picking Quarrels and Making Trouble” as they were planning to organize activities to prevent sexual harassment on public transportations. Although they were released on bail in April thanks to the vigorous support of domestic and international communities, the police have not yet revoked this apparently wrong case.

As their defense attorneys, after we got involved in this case, we found that the three activities that the police was accusing them of, namely the “March 7th Stickers Against Sexual Harassment”, “Occupy Men’s Toilets” and “Blood-tainted Brides”,  were neither illegal nor criminal. More importantly, we found that the police officers in charge of this case had conducted many behaviors that violate the laws in China as well as international human rights laws. Therefore over the past six months, the Feminist Five and us have reported and appealed to relevant government departments in China in written words for multiple times, demanding the police to revoke the criminal charges and demanding the Procuratorate to supervise this case.

However, these actions and written texts met with no responses from any relevant departments. On the contrary, ever since the Feminist Five were released on bail, they have been continuously investigated and surveilled as criminal suspects, their travelling and social activities have been restricted, and they cannot return to their work at NGO. At the same time, a number of NGOs in China were affected by this case: Their normal activities were restricted and harassed; their employees were threatened; some organizations were even forced to shut down; several supporters and volunteers were prohibited from international travelling and were newly listed as criminal suspects, two of whom have been arrested on unwarranted ground.

On July 7th, 2015, the “Five Feminist Sisters” wrote to both of you, hoping to get attention and help, but have not received any replies. On September 27th, UN Women will co-host the global women’s summit with the Chinese government. The president of People’s Republic of China, Xi Jinping, is going to deliver a speech at the opening ceremony. We want to remind UN Women  that as the Procuratorate in China have refused to approve the arrest of the “Five Feminist Sisters,” it is not difficult for the police to revoke this case. However, on the occasion of the forthcoming opening of the global women’s summit, the Feminist Five are still being treated as “criminal suspects” . This is abusive police power, which could be easily interpreted by the general public as humiliation against any effort of the global women’s rights communities to advocate for the release of the Feminist Five in April.  Co-hosting such event with the Chinese government will render UN Women questioned by the public that UN Women is not committed to promoting women’s rights and empowerment, but rather working as an accomplice to the abusive police. Remaining silent on the current situation will easily confirm such interpretation.

As the defense attorneys for the “Five Feminist Sisters,” we are now writing to you not only to explain the situation of this case and to express our opinions as lawyers, more importantly we want to ask for your attention to our clients’ request for help, to help our clients, and in particular taking the opportunity of this global women’s summit to raise concrete opinions and suggestions to the Chinese government. Here are our demands for the UN Women:

  1. Please pay attention to the living conditions of the Feminist Five;
  2. Based on the Charter of the United Nations and the Universal Declaration of Human Rights, please voice your opinions on the Feminist Five case in fulfillment of your duty as an international organization;
  3. The persecution of China’sFeminist Five by the police is one of the most significant events against the global women’s rights community this year. No matter how much UN Women could actually help the five sisters, at least it should respond to their request for help to avoid blemishing its honorable history.

Finally, we’d like to express our sincere gratitude to both of you, and we hope to hear from you soon.

Hong Kong must have the universal rights to vote and to stand for election.

Dear President Obama,

As you embark on your trip to Beijing for the APEC economic conference, do follow the recommendations by the US Congressional-Executive Commission on China that “Hong Kong issues should be raised in meetings in Beijing with central government officials.”

The argument by China that Hong Kong is China’s internal issue is not valid as the following points show:

*  The UN Human Rights Committee stated on October 23 that the UN International Covenant on Civil and Political Rights treaty which Hong Kong has ratified and agreed upon by China compels Hong Kong to respect the right to free election.  The Committee has given China two months to respond.

*  Hong Kong is a member of APEC since 1991 and reaffirmed by Beijing in 1997; therefore Hong Kong’s future is of paramount importance to APEC discussion.

*  As the eighth largest economy in the world, Hong Kong is an essential factor on global economy and for APEC.

*  Consistently at the top economic freedom index in the world, Hong Kong’s rule of law (as opposed to China’s rule by law), independent judiciary (as opposed to China’s Party controlled judiciary), freedom of the press (as opposed to China’s information censorship) and low corruption have all helped Hong Kong maintain its position.

*   The current attacks on Hong Kong’s journalists ( 27 violent attacks since September 28 as documented by IFJ, International Federation of Journalists) will greatly affect the climate of doing business in Hong Kong in the future.  The physical attack on Apple Daily, an independent newspaper in Hong Kong and the cyber attack on its web sites should be of great concern in Hong Kong press  freedom as well.

*   HSBC’s removal of its advertisement from Apple Daily and HSBC Director’s comment that Hong Kong pro-democracy activists should wait to get the right to vote like slaves in the United States had to do, is an insult not only to Hong Kong people but to China’s rulers as well.

*   Dubbed the most civil of civil disobedience, Hong Kong’s Umbrella Movement, as the protest is now called, has been most peaceful in all respects; no one car overturned and no one store window broken.  The dire warnings by the Big Four accounting firms, EY, KPMG, Deloitte and PwC never materialize.

*  Despite President Xi Jinping’s meeting with the tycoons in Hong Kong prior to the protests and despite the Xinhua news agency’s editorial last week to pressure the tycoons, no tycoon has made any statements against the students.  Li Ka-shing, Hong Kong’s richest man merely stated that he understood the students’ passion, that they have made their point and asked them to go home.

*   There have been claims of a silent majority opposing the protesters.  However, if it were true, why would there be needs of paid agitators against the protesters and why would the triads, the criminal elements in Hong Kong be involved as even the Hong Kong police has acknowledged.  Bringing in criminal elements would certainly affect the business atmosphere in Hong Kong in the future.

The outcome of the current protests in Hong Kong will be an indicator of what will happen in the next 33 years.  Your meeting with China’s President Xi must provide hope for the young people of Hong Kong that the world do stand on their side in their struggle for their rights.

Yours truly,

Visual Artists Guild
